Job summary

Home Team Science and Technology Agency (HTX) in Singapore is recruiting for a Lead Engineer/Developer to design and deliver enterprise ICT solutions. You will work on full-stack web apps, frontend interfaces and server-side services, while aligning with security policies and DevOps practices.

The role requires 3–5 years of experience, strong technical breadth across frontend and backend stacks, and the ability to translate business needs into technical specifications.

Qualifications

• Tertiary qualification in Information Technology/Computer Science/Engineering.
• 3-5 years of relevant working experience preferred.
• Participated in the full software development life cycle (SDLC).
• Good analytical, interpersonal, communications, presentation and facilitation skills.
• Experience with Agile SCRUM or Kanban methodology.
• Hands-on experience with front-end and back-end technologies/frameworks.
• Experience or working knowledge in Cloud, DevOps, Agile Methodologies, Design Thinking, ServiceNow is a plus.
• Demonstrate a proactive, self-driven attitude and continuous learning.

Responsibilities

This includes eliciting business needs and analysing business problems in order to define and deliver suitable ICT solutions to address business needs.

What you will be working on:

• Develop full stack, reactive web apps including responsive front end user interfaces using HTML, CSS, React.js or equivalent and server‑side applications using Python, Node.js or equivalent framework.
• Write tests scripts for testing and ensure the quality of the developed applications.
• Troubleshooting and resolving issues as they arise during development or in production.
• Document and communicate the full‑stack design to different stakeholders.
• Follow the best practices of DevOps (CI/CD, automated test), Software Design and Secure Coding principles.
• Keep abreast with the emerging technologies, tools and trend related to full‑stack development.
• Work closely with engagement and product managers to develop demos for end users.
• Translate business requirements into technical specifications
• Evaluate and recommend the solution that best address the needs
• Understand the various prevailing policies and security guidelines and to ensure the system and processes are designed to comply with these policies and guidelines.

What we are looking for:

• Tertiary qualification in Information Technology/Computer Science/Engineering or relevant disciplines.
• 3-5 years of relevant working experience preferred.
• Participated in the full software development life cycle (SDLC) is an advantage, with past development experience.
• Good analytical, interpersonal, communications, presentation and facilitation skills.
• Experience with software development practices using Agile SCRUM or Kanban methodology.
• Hands‑on experience with front end languages and back‑end technologies / framework. Candidates may be required to submit a technical assessment as part of the selection process.
• Competent, self‑motivated, pro‑active, dedicated and responsible self‑starter.
• Demonstrate keen interest in keeping up with technology through regular certifications, taking up courses and wide readings on technology matters.
• Experience or working knowledge in at least one of the following areas (Cloud, DevOps, Agile Methodologies, Design Thinking, ServiceNow) will be an added advantage.

All new hires are appointed on a two‑year contract in the first instance and will be assessed and considered for permanent tenure over time, based on performance.
