Job summary

Ministry Of Social And Family Development seeks an experienced officer to lead the QA team’s SPARK operations, translating policies into actionable requirements and processes. You will manage a small team and partner with ECDA, MSF, and preschool operators to uplift quality across the sector.

The role emphasizes strategic planning, data-informed reviews, and effective communication to support SPARK accreditation and the Quality Preschool 2030 agenda.

Qualifications

• 8+ years in strategic planning, policy development or process transformation.
• Experience in quality assurance or early childhood sector is an advantage.
• Ability to translate policy into operational requirements and processes.

Responsibilities

• Lead development and implementation of operational policies and quality initiatives for SPARK.
• Align SPARK operations with ECDA’s Quality Preschool 2030 plan and feasibility of policies.
• Redesign work processes, including outsourcing validation functions, and build capability plans.
• Monitor accreditation progress and use data to inform reviews.
• Strengthen partnerships with preschool operators and communicate policy changes.
