Qualifications

  • Strong knowledge of Singapore corporate regulations, taxation, and financial reporting standards (SFRS).

Responsibilities

  • Develop and implement financial strategies aligned with the company’s business goals.
  • Lead the annual budget planning process and monitor budget performance.
  • Ensure full compliance with Singapore financial regulations, including IRAS, MOM, CPF, and ACRA requirements.
  • Partner with Operations, HR, and Commercial teams on pricing, manpower costing, and contract profitability.
  • Lead, train, and mentor the Finance team.
  • Identify financial risks and implement mitigation strategies.

Position Summary

The Head of Finance is responsible for providing strategic financial leadership to ensure the company’s financial health, regulatory compliance, and sustainable growth. This role oversees all financial operations, budgeting, forecasting, cash flow management, and financial risk management. The incumbent will work closely with senior leadership to support business expansion, optimise profitability, and strengthen financial governance across the organisation.

Key Responsibilities
  1. Financial Strategy & Planning
    • Develop and implement financial strategies aligned with the company’s business goals.
    • Lead the annual budget planning process and monitor budget performance.
    • Provide financial insights, forecasts, and recommendations to support strategic decisions.
    • Conduct business case analysis for new contracts, tenders, and security projects.
  2. Financial Management & Operations
    • Oversee day-to-day finance operations including accounting, billing, payroll, procurement, and treasury functions.
    • Ensure accurate and timely preparation of monthly, quarterly, and annual financial reports.
    • Maintain strong cash flow management and optimise working capital.
    • Manage cost structures and identify opportunities for margin improvement.
  3. Regulatory Compliance & Governance
    • Ensure full compliance with Singapore financial regulations, including IRAS, MOM, CPF, and ACRA requirements.
    • Oversee statutory audits, tax filings, GST submissions, and financial controls.
    • Implement and improve internal control frameworks to mitigate risks.
    • Maintain compliance with PLRD-related financial requirements for licensing where applicable.
  4. Business Partnering
    • Partner with Operations, HR, and Commercial teams on pricing, manpower costing, and contract profitability.
    • Support tender submissions by preparing financial proposals and pricing models.
    • Advise management on financial implications of operational decisions.
  5. Team Leadership
    • Lead, train, and mentor the Finance team.
    • Establish high standards for accuracy, compliance, and process efficiency.
    • Drive digitalisation initiatives such as accounting systems, reporting tools, and automation.
  6. Risk Management
    • Identify financial risks and implement mitigation strategies.
    • Oversee insurance portfolio, claims, and business continuity planning.
    • Review vendor contracts, financing arrangements, and investment decisions.
Qualifications
