Job summary

UWCSEA is seeking a Head of Procurement to transform its procurement function into a strategic, value‑driving partner. The role reports to the COO and oversees governance, supplier market engagement, and major capital project procurement across campuses.

The candidate will lead a high‑caliber team, drive digitization, and ensure policy adherence, ethics, and risk management in a complex multi‑stakeholder environment.

Qualifications

• Bachelor's degree in Business, Supply Chain, Commerce, Quantity Surveying, or related field. CIPS (Chartered Institute of Procurement & Supply) or equivalent professional certification is highly desirable.
• 10–15 years of relevant working experience in a senior procurement leadership role managing organizational spend and leading teams.
• Proven success in matrixed, multi‑stakeholder environments (e.g., international education, real estate/construction, hospitality, or corporate matrix organizations).

Responsibilities

• Establish procurement governance, lead high‑stakes negotiations, and enforce end‑to‑end commercial control across campus operations.
• Modernize procurement policies, DOA, and SOPs with auditable approval frameworks.
• Lead major commercial negotiations, RFP processes, and contract structuring for high‑spend categories across campuses.
• Develop multi‑year category strategies to optimize Total Cost of Ownership and ESG commitments.
• Oversee tender processes, vendor management frameworks, KPIs, and SLAs to ensure compliance and performance.
