Job summary

Singapore Public Service's Corporate Finance & Treasury team is seeking a proactive professional to support treasury operations, financial risk management and governance. You will manage cash flow, assist with reporting, and drive process improvements using analytics and AI.

You will collaborate with internal teams and external partners, develop dashboards, and help implement digital transformation initiatives while maintaining strong controls.

Qualifications

• Degree in Accountancy, Finance, Business Administration, Economics or related discipline.
• 5–8 years of relevant experience in corporate finance, treasury, financial operations, risk management or related functions.
• Candidates with less experience who show strong aptitude and potential will be considered.

Responsibilities

• Manage and support day-to-day corporate finance and treasury activities, including cash and liquidity management, cash flow forecasting, banking arrangements and financial reporting.
• Prepare financial analysis, management reports and supporting papers relating to treasury, financing and other corporate finance matters.
• Coordinate with banks, financial institutions and internal stakeholders to resolve operational issues and ensure timely execution of financial transactions and activities.
• Manage PUB's corporate insurance arrangements, including policy renewals, coverage reviews, claims management and related administrative matters.
• Work with internal stakeholders, insurance brokers and insurers to assess insurance requirements, review coverage adequacy and ensure cost-effective insurance protection.
• Assist in reviewing financial and operational risks and provide inputs to risk mitigation measures and improvements to existing arrangements.
• Review and maintain financial policies, standard operating procedures and internal controls relating to corporate finance and treasury activities.
• Support internal and external audits, compliance reviews and the timely resolution of audit findings.
• Identify opportunities to streamline workflows, strengthen controls and improve operational efficiency and effectiveness.
• Proactively identify and implement opportunities to leverage technology, automation and AI-enabled tools to simplify processes, reduce manual work and enhance productivity.
• Support the development of dashboards, analytical tools and automated reporting to improve financial monitoring, accuracy and decision-making.
• Participate in finance systems enhancements and organisation-wide digital transformation initiatives, including process redesign, system testing and implementation.
