Job summary

CHC Construction Pte. Ltd. is seeking a Finance Manager to oversee the Company’s finance and accounting functions, ensuring accurate reporting, cash‑flow management and strong financial controls.

The role works closely with Management and key departments to monitor project performance and support business decisions. Responsibilities include budgeting, cost control, tax compliance and ERP/Xero enhancements, with a focus on profitability and process improvements.

Qualifications

• Degree/Diploma in Accounting or Finance; ACCA/CA Singapore advantageous.
• 5–8 years of accounting/finance experience with supervisory/managerial exposure.
• Construction or project-based industry experience preferred.
• Strong knowledge of financial reporting, budgeting, cash flow, GST and corporate tax.
• Proficient in Excel and ERP systems such as Xero.

Responsibilities

• Oversee full accounting and finance functions including AP, AR, GL, fixed assets, and month/year-end closes.
• Manage cash flow, working capital, forecasts and funding requirements.
• Monitor project revenue, costs, margins and profitability with Project/Contracts teams.
• Prepare budgets/forecasts and analyse variances for profitability improvement.
• Maintain financial controls; ensure GST, tax compliance; coordinate with auditors.
• Support ERP/Xero integration and finance process improvements.
• Lead Finance team and provide financial analysis to management.

Job Summary

The Finance Manager oversees the Company’s finance and accounting functions, ensuring accurate financial reporting, effective cash flow management, cost control, compliance and sound financial controls. The role works closely with Management and key departments to monitor project performance, support business decisions and improve overall financial efficiency.

Key Responsibilities

• Financial Reporting & Accounting: Oversee the full spectrum of accounting functions, including AP, AR, general ledger, fixed assets and month/year-end closing. Prepare and review management accounts, financial statements, cash flow reports and other management reports.
• Cash Flow & Working Capital: Monitor Company and project cash flow, receivables, payables, collections and funding requirements. Prepare cash flow forecasts and support Management in maintaining sufficient working capital.
• Project Financial Management: Monitor project revenue, costs, margins and profitability. Work closely with Project and Contracts/QS teams to track progress claims, subcontractor claims, retention sums, collections and unclaimed works.
• Budgeting, Cost Control& Analysis: Prepare budgets and forecasts, monitor actual performance against budget, and analyse significant variances. Identify cost-saving opportunities, financial leakage and areas for profitability improvement.
• Controls, Compliance &Audit: Maintainproper financial controls and review payment submissions, supporting documentsand cost allocations. Ensure compliance with accounting standards, GST,corporate tax and statutory requirements, and coordinate with auditors, taxagents, banks and relevant authorities.
• Banking & Financing: Monitor bankingfacilities, loans and interest costs. Review financing and refinancing optionsand provide Management with comparisons and financial analysis when required.
• Systems & Process Improvement: Support ERP/Xero integration,finance process improvement and digitalisation to improve reporting accuracy and operational efficiency.
• Fixed Asset Management: Maintain and review the fixed asset register, including asset additions, transfers, disposals and depreciation, and ensure records are properly reconciled with the accounting/ERP system.
• Team Management: Lead, guide and review the Finance team to ensure accurate and timely completion of work, proper controls and continuous improvement within the department.
• Management Support: Provide Management with clear financial analysis and recommendations to support business planning, project performance, cost control and other key business decisions.

Job Requirements

• Degree/Diploma in Accounting, Finance or a related discipline; professional qualification such as ACCA or CA Singapore is an advantage.
• At least 5–8 years of relevant accounting/finance experience, including supervisory or managerial experience.
• Experience in construction, civil engineering or project-based industry is strongly preferred.
• Good knowledge of financial reporting, budgeting, cash flow management, project costing, GST and corporate tax.
• Strong analytical, communication and problem-solving skills, with the ability to work across departments and support Management decisions.
• Proficient in Microsoft Excel and familiar with accounting/ERP systems such as Xero.
