Job summary

The Supreme HR Advisory Pte. Ltd. in Singapore is seeking an Estimator / Tender Quantity Surveyor to prepare competitive tender submissions, review BOQ inputs, and coordinate with subcontractors and suppliers for accurate pricing.

Based at Dhoby Ghaut, you will handle tender documents, ensure alignment with client requirements, and contribute to value engineering when appropriate. Office hours are standard with some Saturday half days; salary ranges SGD 4,000–5,000 monthly.

Qualifications

• Experience in tender/pre-contract roles within construction or fit-out.
• Able to prepare BOQ, quantity take-off, tender pricing and quotations.
• Familiar with subcontractor and supplier sourcing and tender documentation.
• Identify tender discrepancies, omissions, and cost-saving opportunities.

Responsibilities

• Prepare accurate tender submissions that are competitive and viable.
• Issue tender enquiries to subcontractors and suppliers promptly.
• Identify suitable subcontractors and suppliers based on scope and location.
• Review BOQ inputs and prepare tender pricing documents.
• Liaise with subcontractors to clarify technical requirements and obtain quotations.
• Verify quantities and identify omissions in the BOQ.
• Ensure tender scopes are captured during preparation and align with client requirements.
• Collaborate with Project Manager to meet RFP requirements.
• Review documents and suggest value engineering or cost-saving ideas.
• Manage tender addenda and ensure pricing reflects latest tender information.
• Prepare tender queries to consultants/clients when clarification is needed.
• Prepare preliminary cost estimates including preliminaries and staffing.
• Evaluate and compare quotations and prepare commercial analyses.
• Complete estimating documentation following procedures.
• Prepare tender assumptions, exclusions, and pricing clarifications.
• Support post-tender negotiations and handovers after award.

Estimator / Tender Quantity Surveyor

• Working Days: Monday - Friday, Saturday half day WFH
• Working Hours: 8:30am to 5:30pm | 830am - 1230pm
• Working Location: Dhoby Ghaut
• Salary: $4,000 – $5,000

Job Responsibilities:

• Prepare accurate, competitive, and commercially viable tender submissions.
• Prepare and issue tender enquiries to subcontractors and suppliers in a timely manner.
• Identify and engage suitable subcontractors and suppliers based on project scope, capability, capacity, and location.
• Review and input Bills of Quantities (BOQ) and prepare tender pricing documents.
• Liaise with subcontractors and suppliers to clarify technical requirements and obtain competitive quotations.
• Verify quantities, conduct measurement checks, and identify any omissions or discrepancies in the BOQ.
• Ensure all project scopes are captured during tender preparation.
• Work closely with the Project Manager to ensure tender submissions meet RFP and client requirements.
• Review tender documents and recommend value engineering or cost-saving alternatives where suitable.
• Manage tender addenda and ensure subcontractors price based on the latest tender information.
• Prepare and submit tender queries or RFIs to consultants and clients where clarification is required.
• Compile preliminary cost estimates, including project preliminaries and staffing requirements, in consultation with the Project Manager.
• Evaluate and compare subcontractor and supplier quotations.
• Prepare commercial analysis and recommendation reports.
• Complete estimating documentation and ensure compliance with company estimating procedures.
• Prepare tender assumptions, qualifications, exclusions, and pricing clarifications for final submission.
• Support post-tender negotiations, clarifications, and handover to the project delivery team upon successful award.

Job Requirements:

• Have relevant tender / pre-contract experience, preferably as a Tender QS, Estimator, Pre-Contract QS, Cost Estimator, or QS Estimator in fitting-out or construction projects.
• Able to prepare BOQ, quantity take-off, tender pricing, and quotation comparison.
• Familiar with subcontractor and supplier sourcing, tender enquiries, and tender documentation.
• Able to identify tender discrepancies, omissions, project risks, and cost-saving opportunities.
