Job summary

SH Design & Build Pte Ltd seeks an experienced Environmental Control Officer to manage environmental control for HDB construction sites. You will implement NEA-aligned procedures, prepare SECP/SECR and coordinate with authorities to ensure compliance.

Requirements include NEA ECO registration, a degree in Environmental Science or related field, and at least 5 years in environmental management on construction projects. Strong communication and on-site leadership are essential.

Qualifications

Job description

Job Responsibilities

• Manage environmental control and environmental health matters for HDB construction projects.
• Implement and maintain environmental control procedures in accordance with NEA requirements and statutory regulations.
• Prepare and update the Site Environmental Control Programme (SECP), Site Environmental Control Reports (SECR) and other required documents.
• Conduct regular site inspections and ensure compliance with environmental requirements.
• Monitor environmental control areas including vector control, waste, noise, air quality, water run-off, food hygiene, littering and sanitary facilities.
• Identify environmental issues and recommend appropriate control measures.
• Advise the Project Team, contractors, sub-contractors and workers on environmental requirements and good practices.
• Investigate environmental complaints and non-compliances and follow up on corrective actions.
• Conduct environmental briefings and training for site personnel, contractors and workers.
• Maintain proper records of inspections, environmental monitoring, complaints and corrective actions.
• Liaise with NEA, PUB and other relevant authorities on environmental matters.
• Work closely with the Safety Officer and Project Team to ensure site compliance with safety and environmental requirements.
• Ensure the ECO registration/licence and other relevant certifications remain valid.
• Perform any other duties as assigned by Management.

Requirements

• Degree / Diploma in Environmental Science, Environmental Engineering, Engineering or a relevant discipline preferred.
• Minimum 5 years of relevant environmental control or environmental management experience in the construction industry.
• NEA-registered Environmental Control Officer (ECO).
• Prior experience in HDB projects is highly preferred.
• Familiar with NEA, PUB and other relevant environmental regulations.
• Good knowledge of environmental control requirements for construction sites.
• Experience in preparing SECP, SECR and environmental inspection reports.
• Good communication, interpersonal and coordination skills.
• Proactive, independent and able to work effectively on construction sites.
