Job summary

Public Sector Institution in Singapore seeks a senior IT leader to drive HR and payroll technology transformations, with emphasis on SAP SuccessFactors, Employee Central Payroll, and ERP payroll systems. You will bridge business and technical needs, manage vendors, and shape enterprise IT architecture across a university ecosystem.

You will lead cross-functional teams, ensure audit/compliance, and coordinate with external partners to deliver end-to-end solutions in a complex public sector

Qualifications

• Minimum 10 years in IT with at least 3 years in project management.
• 3–5 years supporting or managing SAP SuccessFactors, Employee Central Payroll, or ERP Payroll systems.
• Bachelor's degree in IT, Computer Science, Computer Engineering, or equivalent.

Responsibilities

You will have the opportunity to:

lead and participate in the overall technical delivery and ongoing support of critical HR and Payroll business domains, with a primary focus on SAP SuccessFactors, Employee Central Payroll, and integration with SAP S/4HANA. Acting as a key technical authority and partner to business leadership, you will drive full-lifecycle project management - ranging from procurement, tender specifications, and business requirement gathering to technical solution design, build, configuration, and go-live. Additionally, you will oversee application maintenance, drive enhancement prioritization, manage external vendor performance against SLAs, ensure strict audit and security compliance, and foster a collaborative environment while optimizing team resources across a complex university ecosystem.

You will bring your experience of:

at least 10 years in the IT industry in a technical capacity, including a minimum of 3 years in project management and 3-5 years supporting or managing SAP SuccessFactors, Employee Central Payroll, or ERP Payroll systems.

You possess a Bachelor's degree in IT, Computer Science, Computer Engineering, or an equivalent field, alongside deep technical knowledge of Cloud Platforms, enterprise IT architectures, and strong business process analysis skills.

An influential communicator and self-starter, you excel at bridging technical and business requirements, managing vendors, and collaborating with cross-functional stakeholders. Hands-on exposure to OpenText ECM, Dropbox Sign, BTP application development, or certifications in PMP/CITPM will be highly advantageous, as will prior experience within the Public Sector or Government Linked sector.
