L&K Engineering (Suzhou) Co., Ltd. Singapore Branch is seeking an experienced Dormitory Operations Manager to lead planning, setup and ongoing management of worker dormitory facilities in Singapore.

You will develop policies, ensure regulatory compliance and oversee vendor and resident management processes. Responsibilities include day-to-day operations, occupancy records, security, safety, and coordinating inspections with MOM and other authorities, while maintaining high standards of

Qualifications

  • Diploma or degree in Facilities Management or related discipline.
  • Minimum 5 years of relevant dormitory or facilities management experience.
  • Strong knowledge of FEDA, EFMA, MOM requirements and worker accommodation standards.
  • Experience managing licensed dormitories or large-scale foreign worker housing is preferred.
  • Leadership, communication and stakeholder management skills.

Responsibilities

  • Lead planning, setup, implementation and commissioning of the dormitory operations including policies and compliance framework.
  • Manage day-to-day operations: resident registration, room allocation, check-in/check-out.
  • Maintain occupancy records and dormitory administration documents.
  • Ensure compliance with FEDA, EFMA, MOM, SCDF fire safety requirements, NEA requirements and other regulations.
  • Act as liaison with MOM and relevant government authorities; coordinate inspections and submissions.
  • Conduct regular dormitory inspections; manage security, access control and incident reporting.
  • Prepare monthly management reports on occupancy, compliance and operations.
  • Oversee maintenance, safety, welfare and vendor performance.

  • Location: Woodland
  • Working Hours: 5.5 days per week (Mon to Fri: 8:00 AM – 5:30 PM, Sat: 8:00 AM – 12:00 PM )
  • Willingness to commit to extended hours when required
Job Description:
  • Lead the planning, setup, implementation and commissioning of the Company's worker dormitory operations, including development of policies, procedures, compliance framework, operational systems, vendor management structure and resident management processes to ensure readiness for occupation and long-term operational excellence
  • Manage the day-to-day operations of the worker dormitory, including resident registration, room allocation, check-in and check-out arrangements
  • Maintain accurate occupancy records, resident information, bed allocation records and dormitory administration documents
  • Ensure full compliance with the Foreign Employee Dormitories Act (FEDA), Employment of Foreign Manpower Act (EFMA), MOM regulations, SCDF fire safety requirements, NEA requirements and other applicable statutory regulations
  • Act as the Company's appointed representative and key liaison with MOM and relevant government authorities on dormitory-related matters
  • Coordinate and manage government inspections, audits, investigations and regulatory submissions
  • Conduct regular dormitory inspections to ensure compliance with regulatory standards, company policies and dormitory house rules
  • Ensure adequate standards of sanitation, cleanliness, maintenance, safety, recreation facilities and resident welfare are maintained at all times
  • Manage dormitory security, access control, visitor management and incident reporting procedures
  • Handle residents' feedback, complaints, disciplinary matters and welfare issues in a timely and professional manner
  • Supervise dormitory support staff, cleaners, security personnel and service providers to ensure service standards are achieved
  • Coordinate maintenance, repair and improvement works to ensure all facilities, equipment and infrastructure remain in good working condition
  • Ensure fire safety systems, emergency response plans, evacuation procedures and crisis management protocols are properly implemented and maintained
  • Investigate incidents, accidents, disputes and non-compliance cases, and implement corrective and preventive actions
  • Monitor utility consumption, dormitory operating costs and vendor performance to ensure efficient operations
  • Develop and enforce dormitory policies, standard operating procedures and house rules in accordance with regulatory requirements
  • Monitor changes to legislation and regulatory requirements and implement necessary operational improvements
  • Support worker welfare initiatives, engagement programmes and resident well-being activities
  • Prepare monthly management reports covering occupancy, compliance status, maintenance activities, incidents, resident welfare and operational performance
  • Coordinate worker transportation arrangements and support manpower deployment requirements where necessary
  • Any ad-hoc duties as assigned.
Requirements:
  • Diploma or Degree in Facilities Management, Property Management, Business Administration or related discipline
  • Minimum 5 years of relevant experience in dormitory management, worker accommodation management, facilities management or property management
  • Strong knowledge of the Foreign Employee Dormitories Act (FEDA), Employment of Foreign Manpower Act (EFMA), MOM requirements and worker accommodation standards
  • Experience managing licensed worker dormitories or large-scale foreign worker accommodation facilities is preferred
  • Strong leadership, communication and stakeholder management skills
  • Ability to manage a multi-national resident population and resolve issues effectively
  • Proficient in Microsoft Office applications and administrative reporting
  • Able to work independently and respond to emergency situations outside normal working hours when required
