Job summary

Public Service Division in Singapore is seeking a senior Product Manager to lead the strategic Learning & Skills capabilities across Institutes of Higher Learning. Transitioning from a project-based model to a product-centric approach, you will focus on delivering continuous value, scalability and sector outcomes.

You will own the product portfolio, drive alignment with sector priorities, define metrics and manage the lifecycle end-to-end, including legacy-to-future-state transitions.

Qualifications

• Ten years of experience in product management, digital transformation, or related leadership roles.
• Experience leading large-scale digital products across multiple stakeholder groups.
• Strong strategic thinking and stakeholder management capabilities.
• Experience in Continuing Education and Training (CET) or education technology is a plus.

Responsibilities

• Define and drive the overall product vision, strategy and roadmap.
• Act as the single accountable owner of the product portfolio across Institutes of Higher Learning.
• Lead prioritisation of product features based on value, user impact and operational factors.
• Ensure product capabilities align with strategy and sector priorities.
• Engage senior management and stakeholders to shape product direction and sector alignment.
• Define and track product success metrics.
• Collaborate with Enterprise Architect to align product strategy with system design.
• Own the full product lifecycle.
• Oversee transition from legacy systems to future-state capabilities.
