Job summary

OPUS IT SERVICES PTE LTD is seeking an experienced Digital Business Analyst to support a government agency in driving digital transformation and delivering technology solutions that meet business and citizen needs.

You will partner with business teams to analyze needs, facilitate discovery sessions, and develop user stories, specifications and acceptance criteria. Strong stakeholder engagement and agile delivery experience are essential.

Qualifications

• Diploma or Degree in Computer Science or related field.
• 6+ years of relevant experience in digital business analysis.
• Hands-on experience in Agile and product-centric teams with a delivery record.
• Experience in requirements gathering, discovery sessions and solution design.
• Knowledge of Design Thinking and/or Service Design, incl. facilitation and prototyping.
• Working knowledge of AI tools and concepts.
• Strong analytical, facilitation and problem-solving skills.
• Excellent communication and stakeholder engagement skills.
• Experience in consulting, software development or digital transformation is a plus.

Job description

We are looking for an experienced Digital Business Analyst to support a government agency in driving digital transformation initiatives and developing technology solutions that address business and citizen needs.

Key Responsibilities

• Work with business teams to understand and analyze business needs using human-centric and visual methods.
• Facilitate discovery sessions and apply Design Thinking / Service Design methodologies to identify current-state gaps and develop future-state solutions.
• Evaluate technology options in line with enterprise architecture, cloud, legacy modernisation and relevant technology directions.
• Recommend appropriate delivery approaches, including outsourced, co-sourced or in-house development.
• Develop user stories, functional/technical specifications and acceptance criteria with business and technology teams.
• Support product readiness, deployment, adoption and ongoing operations.
• Analyse change impacts, identify improvement opportunities and work with support teams to address technical issues.
• Identify opportunities and challenges that support the agency's digital transformation objectives.
• Develop a strong understanding of business processes and operations to identify opportunities for digitalisation and improvement.
• Identify project risks and recommend appropriate mitigation measures.
• Engage and manage vendors to ensure successful delivery of ICT solutions and services.
• Ensure development processes and solutions comply with relevant IT management, quality management and security policies and guidelines.

Requirements

• Diploma or Degree in Computer Science, Infocomm Technology, Computer/Electronics Engineering or a related discipline.
• At least 6 years of relevant experience in a similar Digital Business Analyst capacity.
• Hands-on experience working in Agile and product-centric teams, with a portfolio demonstrating relevant delivery experience.
• Experience in Business Analysis, requirements gathering, discovery sessions and solution design.
• Knowledge and practical experience with Design Thinking and/or Service Design, including facilitation and prototyping.
• Working knowledge of AI tools and concepts.
• Strong analytical, conceptualisation, facilitation and problem-solving skills.
• Strong stakeholder engagement and communication skills, with the ability to present and communicate ideas effectively.
• Experience in project management and/or product management will be an advantage.
• Experience in consulting, software development or digital transformation will be an advantage.
• Excellent written, verbal communication, presentation and negotiation skills.

Employment Details

• Work Location: Central
• Working Hours: 8:30 AM – 6:00 PM
• Contract Duration: 1 year, with possible extension
• Start Date: ASAP, subject to security clearance
