BANK OF CHINA LIMITED in Singapore is seeking an experienced professional to serve as the liaison with Head Office Payment and Settlement Department, overseeing strategy, policies, and the settlement systems. You will manage risk, ensure compliance, and drive business continuity planning for critical payment workflows.

The role requires a decade in banking operations with leadership experience, and fluency in English and Chinese to coordinate with Head Office stakeholders and domestic teams.

Qualifications

• Degree holder with at least 10 years in operations and clearing in banking.
• At least 5 years in a managerial role leading a team/department.
• Experience in payment and settlement and channel operations.
• Familiar with international remittance (including GU GP and core banking) and cheque clearing.
• Knowledge of systems for international remittance.
• Familiar with AML rules for payment and settlement.
• Strong English and Chinese written and spoken proficiency; Chinese is needed to liaise with Head Office.

Job Description

• Serve as the primary liaison with Head Office Payment and Settlement Department and ensure the implementation of all Head Office directives and requirements.
• Develop the business line’s development strategy and annual work plans; prepare work summaries, business analysis reports, internal control plans, and inspection plans, and oversee their implementation.
• Formulate and enhance policies, procedures, and standard operating procedures (SOPs) for payment and settlement operations.
• Lead the development, operation, and maintenance of settlement systems, and be responsible for the management and daily monitoring of settlement business.
• Conduct operational risk assessments and management for the business line and implement risk mitigation and control measures.
• Establish contingency mechanisms for peripheral settlement systems, develop emergency response plans for various businesses, implement business continuity planning, and promptly handle all types of emergency incidents.

Requirements

1. Degree holder with at least 10 years working experience in operations and clearing role in banking industry.
2. At least 5 years being in a managerial position in charge of a team/department in the recent years.
3. Experience in payment and settlement as well as channel operations.
4. Familiar with payment and settlement businesses such as international remittances (including GUPP and core banking systems) and cheque clearing.
5. Knowledge of the system mechanisms related to international remittance systems.
6. Familiar with anti–money laundering (AML) rules and requirements for payment and settlement.
7. Strong written and spoken proficiency in English and Chinese. Chinese proficiency is required to review Chinese-language Head Office policies and materials, prepare documents and reports for submission to Head Office, and communicate effectively with Chinese-speaking Head Office stakeholders
