Job summary

ELLIOTT MOSS CONSULTING PTE. LTD. seeks an experienced Delivery Executive to lead SAP engagements with executive accountability for delivery outcomes, governance and risk across large-scale S/4HANA programmes in a defence/public-sector context.

You will chair governance forums, own final vendor decisions, manage engagement P&L, and ensure resource readiness, privacy, security compliance and benefits realization aligned to transformation objectives.

Qualifications

• Executive governance: board-level programme governance for government/defence.
• Full engagement P&L ownership and contract/variation management.
• Delivery assurance via independent quality gates, health checks and recovery of at-risk programmes.
• Experience with government procurement, security-cleared teams and sensitive environments.
• Stakeholder relationships with C-level or equivalent government/defence leadership.

Responsibilities

• Hold executive accountability for vendor delivery obligations, outcomes and SLAs across the engagement.
• Chair top-tier governance forums and own escalation and final decision authority on the vendor side.
• Own engagement commercials, margins, resource ramp-up, subcontractor governance and contract posture.
• Ensure key personnel continuity and orchestrate vendor resources and SMEs as needed.
• Manage engagement-level risk including security, compliance and business continuity; sponsor mitigation plans.

Job Description

• The successful candidate will:Hold executive accountability for the vendor's contractual delivery obligations, outcomes and service levels across the full engagement.
• Chair the top-tier governance forum (programme/steering board) with the DSO sponsor; own executive escalation and final decision authority on the vendor side. Provide delivery assurance independent of the Project Manager - health checks, gate assurance and independent quality reviews.
• Own the engagement commercials - margin, resource ramp-up, subcontractor and SAP-partner governance, and contract/variation posture.
• Secure and orchestrate vendor-side resources and specialist SMEs as demand requires, and guarantee key-personnel continuity for the named team.
• Own engagement-level risk, including strategic, security, reputational and business-continuity risk; sponsor the mitigation plan. Ensure organisation-level compliance with Singapore public-sector and defence security requirements (IM8 or equivalent client-mandated standard), data residency and classified-handling obligations.
• Sponsor organisational change management and benefits realisation aligned to DSO's transformation objectives.

Relevant SAP Implementation Experience::

• Minimum: 15+ years SAP delivery experience, of which 8+ years in programme, engagement-director or delivery-executive roles, with executive accountability for at least two large-scale S/4HANA or equivalent ERP programmes (multi-workstream, multi-million-dollar) delivered end-to-end.
• Evidence required against:
  • Executive governance: running board-level programme governance and assurance for government or defence clients.
  • Commercial: full engagement P&L ownership, contract and variation management, subcontractor and partner governance.
  • Delivery assurance: independent quality gates, health checks, and recovery of at-risk programmes.
  • Public-sector / defence: senior accountability under government procurement, classified environments and security-cleared team leadership.
  • Stakeholder: sustained relationship management at C-level or equivalent government / defence leadership.

Certifications and Professional Qualifications::

• Degree in Engineering, Computer Science, Business or related discipline.
• PMP, PRINCE2 Practitioner or MSP (Managing Successful Programmes), current, not lapsed.
• SAP Activate awareness (Project Manager or equivalent).
• SAP S/4HANA certification in at least one functional or technical area.
• Portfolio / programme credential (MoP, P3O).
• Security-relevant credentials (CISSP, CISM, ISO 27001 LA) given the defence context.
• Existing or prior Singapore security clearance.
