Job description

Bank of China Singapore Branch (BOCSG) is looking to hire a senior Debt Capital Markets ("DCM") Syndicate Head, Deputy Director, for its DCM business housed under the branch’s Investment Banking Division (the "Division"). In this job you lead the DCM Syndicate business, managing the team's origination, structuring and execution of Bonds by our global clients out of Singapore, reporting hierarchically to DCM Head of Department (HOD), Singapore. This role also serves as a defacto deputy HOD in team management and decision making, in the absence of DCM HOD.

As part of the Division's ambition in providing strategic advice across M&A, Capital Markets and Debt solutions to BOCSG’s highest tier of global clients across all sectors, the DCM team tailored and high quality CM solutions to clients, maintaining top league table positions for Panda and Dim Sum Bonds.

Role Overview

DCM Syndicate is a critical component of the Investment Banking Division and broader Capital Markets platform, sitting at the intersection of origination, execution, investor distribution, financial markets and balance-sheet management. The function is responsible for converting DCM origination opportunities into successfully executed capital markets transactions by determining the appropriate market, currency, tenor, structure, pricing strategy, investor targeting, syndication strategy and final allocation for each bond transaction. Within an integrated Division's platform, DCM Syndicate is therefore not simply an execution function. It is the key link between Corporate, Institutional and IB Advisory clients, and working across the FM and treasury businesses

Head of DCM Syndicate therefore plays a pivotal role in ensuring that BOC can originate, price, underwrite, distribute and execute debt capital markets transactions competitively across the region.

This role is particularly strategic for Bank of China given its unique combination of China connectivity, offshore RMB, USD, SGD and other G3 currency capabilities, extensive international branch network in 64 markets and access to both Chinese and international investors. BOC has highlighted its cross-border competitive advantages in Chinese offshore bonds, offshore RMB bonds and Panda bonds, while its Singapore platform provides an important gateway between China and international capital markets for issuers to tap USD and SGD Bonds.

  • Lead DCM Syndicate function from Singapore, covering Chinese, Singapore and International corporates, financial institutions, sovereign, quasi-sovereign and other eligible issuers across key Asian markets.
  • Develop BOC's capabilities in USD, SGD, CNH/RMB and other major APAC currencies, as well as selected local-currency markets where BOC has competitive advantages.
  • Act as the senior syndicate decision-maker on major APAC cross-border and multi-jurisdictional bond transactions, particularly complex, benchmark and cross-border transactions.
  • Manage the full execution process from launch through orderbook development, pricing, allocation and settlement.
  • Advise on deal size, tenor and pricing based on market conditions, comparable transactions and investor feedback.
  • Manage bookbuilding and orderbooks, including investor demand, order quality and distribution analysis.
  • Coordinate with sales teams on investor feedback and adjust execution and pricing strategy where appropriate.
  • Develop strong connectivity with asset managers, SWFs, pension funds, insurance companies, PBs, credit funds and FIs, involving Greater China, ASEAN and international investors.
  • Drive allocation decisions based on investor quality, order credibility and issuer preferences.
  • Monitor primary and secondary bond markets and provide relevant market colour.
  • Collaborate seamlessly with DCM origination, comparable transaction analysis and issuance-window assessment.
  • Ensure transactions comply with internal policies and applicable regulatory, compliance and risk requirements
  • Build, manage and develop a high-performing DCM Syndicate team.
Professional Experience
  • 10–18 years of relevant experience in Debt Capital Markets, Debt Syndicate, Fixed Income Capital Markets, Investment Banking or a closely related function.
  • Extensive experience in APAC bond markets, preferably covering Singapore, Hong Kong, Greater China and Southeast Asia.
  • Demonstrated track record of leading or playing a senior role in investment-grade and/or high-quality corporate and financial institution bond transactions.
  • Significant experience executing benchmark and cross-border bond transactions.
  • Strong understanding of USD, SGD and RMB/CNH debt markets.
  • Proven experience in bond pricing, bookbuilding, allocation and investor distribution.
  • Extensive relationships with major institutional fixed-income investors across Asia and internationally.
  • Strong understanding of primary and secondary bond markets and investor behaviour.
  • Experience working with international banks, Chinese banks, securities firms or leading investment banks.
  • Experience managing transactions involving multiple bookrunners and international syndicates.
  • Proven ability to operate in volatile and highly competitive capital markets.
  • Fluency in both English and Mandarin is strongly preferred, particularly given the role's interaction with Greater China issuers, investors, Head Office and BOC's wider China and International network.

  • Strong commercial judgement and ability to make high-quality decisions under significant time pressure.
  • Demonstrated ability to balance client objectives, investor demand, transaction execution and bank risk.
