REGIONAL ENERGY PTE. LTD. seeks a Procurement & Contract Manager / Assistant Manager to manage a data center project in Japan.

You will lead procurement strategy, run tenders, draft and administer contracts, and manage suppliers to protect the client’s position and ensure timely delivery. The role requires a degree in a relevant field and 5–8+ years of procurement or contract management experience on construction/infrastructure projects, with Japanese contract practice knowledge.

Competenze

• Degree in engineering, construction management, quantity surveying, law or business.
• Manager: 8+ years in procurement or contract management on construction or infrastructure projects.
• Hands-on experience running tenders and administering construction contracts in Japan, with working understanding of Japanese contract practice and the Construction Business Act.
• Strong negotiation, drafting and stakeholder management skills.
• Japanese and English for daily work, ideally JLPT N2+ and business-level English.

Mansioni

• Procurement strategy and sourcing: Develop procurement and packaging strategy including general contractor, MEP packages and owner-furnished long-lead equipment.
• Build and maintain a pre-qualified list of Japanese and international contractors and vendors; run pre-qualification on capacity, safety, financials and track record.
• Track procurement schedule against project programme to order long-lead items on time.
• Tendering and award: Prepare tender packages with project, design and cost teams; run RFIs, clarifications, tender interviews and bid evaluation; write award recommendations.
• Lead negotiations on price, terms, warranties, delivery and payment.
• Contract drafting and administration: Draft contracts from templates or Japanese forms; coordinate review with project, legal, EHS and finance; administer variations, claims, extensions of time and payments.
• Keep contract records, audit-ready; lead contract close-out, final accounts and warranty handover.
• Supplier management and compliance: Onboard suppliers, monitor performance and expediting; ensure compliance with laws and procurement policies; report to Project Director in English and interact with Japanese contractors in Japanese.
