Job summary

ENCASA ASIA EMPLOYMENT SERVICES LLP seeks a qualified Quantity Surveyor to lead a team in procurement and contract administration on large-scale infrastructure projects in Singapore. You will review contracts, prepare tender estimates, and monitor budgets and cash flow from inception to completion.

The role requires a Bachelor’s degree in QS/Construction Management or related field and at least 5 years of relevant experience.

Responsibilities

• Lead and oversee a team of Quantity Surveyors in procurement and contract administration activities.
• Review contract documents and prepare cost estimates for tender submissions.
• Develop, monitor, and manage project budgets and cash flow forecasts, updating projections as required.
• Administer contract progress claims, subcontractor payments and variation orders.
• Evaluate and resolve contractual claims, including extensions of time (EOT) and additional cost claims.
• Independently manage and deliver large-scale projects from inception to completion.
• Maintain accurate records of contracts, correspondence, and project documentation.
• Liaise with clients, consultants, contractors, and internal stakeholders to ensure timely contract administration.
• Formulate procurement strategies that align with project objectives, budgets, and timelines.
• Identify cost-saving and efficiency opportunities in procurement processes.
• Evaluate and select suppliers based on capabilities and past performance.
• Negotiate contractual and commercial terms with suppliers and subcontractors while ensuring compliance.
