Job summary

Housing & Development Board is seeking a Contracts Manager to procure and manage construction and related projects in Singapore. You will oversee the procurement of consultants and contractors, manage contracts, and monitor costs from design through post-construction, ensuring timely tendering and compliant final accounts.

The ideal candidate will have a background in Building/Quantity Surveying/PMFM and at least 5 years of relevant experience, with strong communication and writing skills.

Responsibilities

• Procure consultants and contractors for HDB development and upgrade projects.
• Manage contracts: payment claims, certificates, warranties, and agreements.
• Monitor project expenditure and prepare cash flow projections.
• Oversee QS consultants across design, tender, construction and post-construction stages.
• Set and manage project cost budgets; call tender, evaluate, and award tenders.
• Advise on procurement and contract terms; prepare cost estimates for feasibility studies.
• Support ICT procurement cycles from pre-tender planning to post-contract admin.

The role is for Contracts Manager to procure and manage construction and construction related projects.

The role is for Contracts Manager to procure and manage construction and construction related projects.

[What you will be working on]

You will procure the services of consultants and contractors for HDB's new development, upgrading, infrastructure and related projects and subsequently manage the contracts including the processing of payment claims, administering the submission of certificates/warranties/agreements, monitoring of project expenditure and preparing cash flow projection for budget control. You will also oversee the works of private Quantity Surveying (QS) consultants during design, tender, construction and post construction stages including setting and managing of project cost budget, calling of tenders, evaluation and timely award of tenders, obtaining approval for variation works, monitoring and checking of valuation of variations and project final accounts prepared by the QS consultants. You will also provide procurement and contractual advice and cost estimates for feasibility studies.

You may also be exposed to the entire procurement cycle from pre-tender planning, tendering and approval process, contracts management and post-contract administration for ICT projects.

You should possess a background in Building, Quantity Surveying, Project & Facilities Management, or a related discipline. You should have strong communication and writing skills and be able to work effectively in a team. You should preferably have at least 5 years of relevant working experience.

Successful candidates will be offered a 1+1 year contract.
