Job description
Responsibilities:
  • Direct and supervise all on-site construction activities including structural RC works, architectural finishing, façade installation, and MEP coordination to ensure works are executed safely, on schedule, and within quality standards.
  • Manage and coordinate construction teams, subcontractors, and specialist trades to ensure adherence to project specifications, construction drawings, method statements, and safety requirements.
  • Develop and implement construction methodologies, temporary works strategies, and site logistics plans to optimize productivity and resource utilization.
  • Conduct daily site inspections to monitor work progress, quality of workmanship, and compliance with approved construction drawings and specifications.
  • Chair regular site coordination meetings with subcontractors, resolve technical issues, and ensure timely completion of construction milestones.
  • Ensure strict compliance with Workplace Safety and Health (WSH) regulations, conduct risk assessments, and implement robust safety management systems on site.
  • Coordinate with the Project Manager, Design Manager, and QP/PE on technical matters, design clarifications, and construction feasibility issues.
  • Review and approve construction method statements, temporary works designs, lifting plans, and other technical submissions from subcontractors.
  • Monitor and control construction costs, manpower deployment, material usage, and equipment utilization; report variances and implement corrective measures.
  • Liaise with statutory authorities (BCA, MOM, SCDF, NEA, PUB) for inspections, permit applications, and regulatory compliance throughout construction phases.
  • Manage the handover process including defects rectification, testing and commissioning coordination, and TOP/CSC preparation.
  • Mentor and develop site engineering staff, fostering a culture of continuous improvement, safety awareness, and technical excellence.
Qualifications:
  • A minimum of a Bachelor's Degree in Civil Engineering recognized by the PE Board, or a qualification acceptable to the Commissioner of Building Control for application as a Resident Engineer, or a recognized degree in Building, Construction Management, or a related field.
  • Minimum 8 years of engineering experience in building construction, including at least 5 years of experience in managing construction of building projects of similar scale and complexity.
  • Proven track record of delivering at least 1 full lifecycle building projects from foundation to TOP/CSC handover as Construction Manager or equivalent role.
  • Strong technical knowledge in structural RC works, formwork systems, façade installation, architectural finishing, MEP integration, and T&C processes.
  • Thorough understanding of Singapore codes of practice, BCA requirements, WSH regulations, and local construction standards.
  • Experience in managing large site teams (50+ workers) and multiple subcontractors simultaneously.
  • Proficiency in reading and interpreting construction drawings, specifications, and technical documents.
  • Familiarity with construction planning tools (Primavera P6 / MS Project) and BIM coordination platforms.
  • BCA Registered Engineer (RE) or PE Board Registration is highly advantageous.
  • Strong leadership, problem-solving, and decision-making skills under pressure.
  • Excellent communication skills.
  • Class 3 Singapore Driving License is preferred.
