Job summary

People’s Association in Singapore is seeking a Constituency Master Planner to co‑lead the planning, coordinating and implementing community initiatives, building social capital and strengthening People‑Government‑People connectivity at the grassroot level.

The role engages GROs, Community Centres and Residents' Committees, guiding Grassroots Leaders and volunteers, and delivering programmes across Wellness, Emergency Preparedness, Sports, Family Life and Youth.

Qualifications

• Minimum 3–5 years in community development or related field.
• 2–3 years in supervisory or managerial capacity.
• Strong community engagement and ground-sensing capabilities.
• Ability to facilitate dialogue and build consensus among diverse stakeholders.
• Understanding government policies and translating them for public communications.

Responsibilities

• Co‑lead constituency planning and GRO development in line with national and PA objectives.
• Guide and develop Grassroots Leaders and volunteers; recruit, train, appoint and renew GRO volunteers.
• Drive community outreach and engagement across Wellness, Emergency Preparedness, Community Sports, Integration, Family Life, and Youth.
• Strengthen Government-to-People-to-Government communications; gather ground sentiments and channel feedback to agencies.
• Provide direction for governance meetings and ensure effective community ownership.
• Oversee constituency administration and financial governance in compliance with PA rules.
• Build community partnerships with Voluntary Welfare Organisations, merchant associations and religious organisations.
• Supervise and develop Constituency Office staff to deliver quality services.
