Job summary

The People’s Association is seeking a Constituency Master Planner (DCD) to co-lead planning, coordination and implementation of community initiatives that build social capital and strengthen People-Government-People connectivity in Singapore.

You will drive ground-level engagement across GROs, Community Centres/Clubs, and Residents’ Committee networks, partnering with Grassroots Leaders and volunteers to foster a caring and united city.

Qualifications

• Minimum 3–5 years in community development or related field with 2–3 years in supervisory capacity
• Proficiency in engaging diverse stakeholders and building consensus
• Understanding of government policies and how to translate them for community use
• Demonstrated ability to coach and develop staff and volunteers

Responsibilities

• Co-lead constituency planning and GRO development
• Formulate and review annual workplans with GRO partners
• Guide Grassroots Leaders and volunteers; recruit, train and renew volunteers
• Drive community outreach and broaden resident engagement
• Strengthen communication between government and residents
• Lead GRO governance meetings with direction aligned to PA objectives
• Oversee constituency office administration and financial governance
• Build partnerships with community stakeholders to expand PA network
• Supervise and develop Constituency Office staff
