Job summary

Private Advertiser manages a well-established condominium estate in Singapore, seeking an experienced Condominium Manager to assume full operational, administrative, and financial responsibility for the estate. You will lead a team across administration, property, and technical functions, coordinating with the Management Council to ensure smooth operations and compliance.

The role requires 2–5 years in Singaporean condo/property management, strong budget and vendor management, and proficiency

Qualifications

  • Diploma in Estate Management, Building Services Engineering, Facilities Management, or a related field.
  • At least 2 to 5 years of experience in condominium, estate, or property management in Singapore.
  • Demonstrated experience managing a team of full-time staff, ideally across administrative, property, and technical functions.
  • Track record of managing budgets, vendor contracts, and tender processes.
  • Proven ability to manage expenses against budget and keep the estate's accounts on track, avoiding deficits.
  • Sound industry knowledge of vendor and contractor pricing, sufficient to judge whether quotations are reasonable.

Responsibilities

  • Oversee day to day operations across all common areas and estate facilities.
  • Prepare and manage the annual maintenance fee and sinking fund budgets, and present these to Council for approval.
  • Initiate, call, and evaluate tenders and quotations for contracts and ad hoc works, subject to Council approval.
  • Verify invoices against approved quotations and confirmed work before authorising payment.
  • Manage maintenance fee collection in line with the estate's Arrears Recovery SOP.
  • Review contract specifications and vendor performance on an ongoing basis.
  • Track expenses against approved budgets throughout the year, and flag variances early to avoid running into deficits.
  • Assess whether vendor quotations and contract pricing are reasonable, drawing on current market knowledge across cleaning, landscaping, security, and technical services.
  • Identify opportunities for cost savings and process improvements, including the adoption of new tools or technology where useful.
  • Enforce by-laws, rules, and regulations consistently, and mediate resident disputes where required.
  • Prepare agendas and minutes, and attend all Council meetings, AGMs, EGMs, and relevant contractor meetings.
  • Submit statutory reports, regulatory returns, and project documentation on schedule.
  • Prepare and circulate estate notices and formal communications to residents.
  • Respond to after-hours emergency calls, assess the situation, and direct the appropriate response.
  • Lead and coordinate the estate team, comprising the Admin Assistant, Property Officer, Technical Officer, and Security personnel.
  • Conduct formal annual appraisals for all direct reports and submit appraisal summaries to Council.
  • Onboard new staff with a structured induction covering by-laws, SOPs, and emergency procedures.
  • Identify training and competency gaps annually, and coordinate relevant training with the Managing Agent.
  • Run regular team briefings to communicate Council priorities and operational updates.
  • Understand the day to day demands of each direct report's role well enough to guide, coach, and step in where needed, rather than managing purely on reported output.
  • Address performance concerns promptly and constructively, and escape formal disciplinary matters to Council where needed.

About the Role

Our client, a well-established private condominium estate in Singapore, is looking for an experienced Condominium Manager to take full operational, administrative, and financial accountability for the estate. The Condominium Manager leads a team covering administration, property, and technical functions, and works closely with the estate's Management Council to keep the estate well run, compliant, and responsive to residents.

Key Responsibilities

Operations and Financial Management

  • Oversee day to day operations across all common areas and estate facilities.

  • Prepare and manage the annual maintenance fee and sinking fund budgets, and present these to Council for approval.

What We're Looking For

  • Familiarity with AGM and EGM procedures and statutory reporting requirements for MCSTs.

  • Understanding of by-law enforcement and dispute resolution within a strata environment.

Technical Skills

  • Proficient in Microsoft Office (Word, Excel, PowerPoint) and Google Workspace (Docs, Sheets, Slides, Forms).

  • Comfortable working with resident management platforms such as iCondo, or equivalent systems.

  • Confident preparing budgets, dashboards, and management reports.

Personality Traits

  • Calm and level-headed under pressure, particularly for after-hours emergencies.

  • Fair and even-handed when mediating between residents or enforcing by-laws.

  • Financially disciplined, with an instinct for keeping records and spending accountable.

  • Self-directed, taking ownership of issues rather than waiting to be instructed.
