Job summary

Neste, the world's leading producer of renewable fuels, seeks a Commissioning & Start-Up Lead for its Tuas refinery in Singapore. You will drive the commissioning strategy, manage resources and vendors, and ensure a safe, seamless transition from construction to operation.

You will lead pre-/post-startup testing, champion HSSEQ standards, and coordinate training and handover with Operations. A strong background in refinery commissioning is required.

Qualifications

• Minimum Diploma in Mechanical Engineering.
• 8+ years in Oil & Gas or Petrochemical industry; commissioning and start-up experience essential.
• Supervisory experience preferred.
• Strong process knowledge & troubleshooting capability.
• Strong analytical and problem-solving skills; ability to make independent technical decisions.

Responsibilities

• Develop and implement the commissioning and start-up strategy with detailed execution plans and schedules across systems.
• Oversee resource planning, vendor coordination, and interface with Project Manager.
• Lead safety, PSSR processes, and ensure compliance with design specs and safety procedures.
• Coordinate training and handover of the facility to Operations with complete documentation.
• Manage defects and punch-list resolution during commissioning and start-up.
• Act as primary liaison for vendor technical support and ensure safe integration into the plan.
