Job summary

Singapore Public Service is seeking a coastal protection planning and project management specialist for a 3-year contract with renewal. The role involves drafting project briefs, managing tender cycles, and coordinating with consultants on coastal protection, drainage, and infrastructure projects in the Sentosa area.

You will analyze risks from sea-level rise, review engineering proposals, and engage stakeholders from diverse backgrounds.

Qualifications

• Degree in Engineering and/or Master’s in Coastal Engineering or closely related discipline.
• Minimum 5 years of relevant coastal engineering experience.
• Knowledge of coastal and drainage modelling and GIS software.
• Design and/or Design Management experience in multi-disciplinary engineering projects would be an advantage.
• Strong written and communication skill in English and able to engage stakeholders from diverse background.

Responsibilities

• Develop project briefs, requirements, technical specifications for procurement of consultancy, data collection and construction contracts for coastal protection projects.
• Plan, execute and manage the full cycle of developing project brief, tendering, proposal evaluation, project award and initiation processes.
• Identify conditions and constraints in Sentosa environment and propose feasible engineering solutions.
• Perform quantitative and qualitative analyses to determine implications and costs of proposed strategies.
• Review and provide engineering inputs to consultants/contractors; ensure compliance with codes and safety on site.
• Project management of external consultants for coastal protection, drainage and infrastructure studies and designs.
• Conduct site inspections with Technical professionals to ensure works meet drawings, specifications and safety requirements on site.
• Develop long-term coastal protection planning strategies including risk from sea-level rise and climate change; data management planning with GIS; operational readiness for flood response.
• Plan stakeholder engagement to educate and gain buy-in for SDC and Government initiatives; liaise with PUB and other agencies.
