seeks a Chief Resident Engineer to oversee water infrastructure plant projects, ensuring design conformance, quality standards, and effective field engineering, inspection, and testing to meet project engineering requirements. The role involves leading a multidisciplinary site team, coordinating with Head Office, clients, and authorities, to ensure timely completion of deliverables while maintaining safety, quality, and contract compliance across complex water treatment

Qualifications

• 15+ years of relevant engineering experience in water infrastructure study, design, and construction.
• PE registration with Singapore PE Board or Chartered Engineer status preferred.
• Civil engineering degree recognised by the Professional Engineers Board Singapore.

Responsibilities

• Develop, communicate, and implement the Water strategy for project management with the Project Director/Project Manager.
• Lead and manage a multidisciplinary site team to ensure coordinated project delivery.
• Plan project delivery by scheduling time and resources for RSS to meet milestones.
• Resolve contractual issues to maintain progress and compliance.
• Lead client, contractor, authority, and stakeholder meetings on technical, progress, and permitting matters.
• Coordinate design reviews between Head Office and RSS team to ensure quality and timely deliverables.
• Identify and resolve site issues, defects, and punch list with input from the technical team.

Job Summary

The Chief Resident Engineer will oversee water infrastructure plant projects, ensuring quality standards, design conformance, and effective field engineering, inspection, and testing to meet project engineering requirements.

Responsibilities

• Develop, communicate, and implement the Water strategy for project management in collaboration with the Project Director/Project Manager.
• Lead and manage a multidisciplinary site team including Construction Manager, Contracts Manager, Resident Engineers, Resident Technical Officers, Quantity Surveyors, Safety Officer, and BIM Modeller to ensure coordinated project delivery.
• Plan project delivery by scheduling time and manpower for Resident Site Staff (RSS) to meet project milestones.
• Resolve contractual issues related to the project to maintain smooth progress and compliance.
• Lead meetings and discussions with clients, contractors, authorities, and stakeholders to address technical, progress, contractual, and permitting matters effectively.
• Coordinate design reviews between the Head Office Design team and RSS team to ensure quality and timely completion of deliverables.
• Identify and resolve site issues, critical defects, and punch list rectification works with support from the technical team to maintain project standards.
• Take accountability for the site team's performance by representing the Client in all project-related matters and ensuring project objectives are met.

Required competencies and certifications

• Prefer Professional Engineer (PE) registration with the Professional Engineers Board Singapore or Chartered Engineer status.
• University engineering degree (Civil) recognised by the Professional Engineers Board Singapore.
• Minimum 15 years of relevant engineering experience in the study, design, and construction of water infrastructure plant projects, preferably water treatment plants with about 40 million imperial gallons per day (migd) treatment capacity.

Preferred competencies and qualifications

• Proven leadership and supervisory skills demonstrated through managing a group of Resident Site Staff.
