Job summary

CHECC(SINGAPORE) PTE. LTD. is seeking an experienced Tender Manager to lead the full tender process for M&E projects in the East region.

You will review specifications, develop pricing strategies, manage clarifications, and oversee cost estimations across HVAC, Fire, Plumbing & Sanitary, Electrical, and ELV systems. The role requires 8–12 years in tendering/contract management within M&E or construction, with strong skills in contract forms, negotiation, and leadership.

Qualifications

• Bachelor's degree in QS, building, construction management or related field.
• 8–12 years tendering and contract management experience in M&E or construction.
• Proficient in Glodon, AutoCAD, Bluebeam, Navisworks and MS Office.
• Strong knowledge of standard forms of contract (PSSCOC, SIA, FIDIC).
• Strong analytical, communication, negotiation and leadership skills.

Responsibilities

• Lead and oversee the full tender process from pre-tender to submission, ensuring client requirements and deadlines are met.
• Review tender specifications, drawings, and scope to identify commercial, technical, and contractual risks.
• Develop tender strategy, pricing methodology, and submission timeline with senior management.
• Manage tender clarifications, addenda, and ensure updates are incorporated accurately.
• Conduct tender reviews and post-tender meetings with management and project teams.
• Oversee preparation of detailed cost estimates for M&E systems (HVAC, Fire, Plumbing & Sanitary, Electrical, ELV).
• Review and validate quantity take-offs, material costing, and labour rates by QS/estimation team.
• Analyze historical data and market trends to benchmark and optimize pricing.
• Ensure accuracy of cost summaries, BOQs, and commercial proposals.
• Source, evaluate, and negotiate with suppliers/subcontractors for quotes.
• Review subcontractor proposals for technical compliance and cost-effectiveness.
• Build and maintain a database of reliable suppliers/subcontractors.
• Ensure submissions meet client technical and commercial requirements.
• Support management in tender presentations, clarifications, and negotiations.

Requirements

• Bachelor's of Science in Quantity Surveying, Building, Construction Management, Mechanical Engineering, Electrical Engineering, or a related field.
• At least 8-12 years of experience in tendering and contract management, preferably within M&E or construction sectors.
• Proficient in cost estimation software, Glodon, AutoCAD, Bluebeam, Naviswork and MS Office.
• Strong knowledge of standard forms of contract (PSSCOC, SIA, FIDIC, etc.)
• Strong knowledge of local building codes, regulations, and M&E systems.
• Proficient in cost estimation, contract law and commercial negotiation.
• Strong analytical, communication, negotiation and leadership skills.
• Strong attention to detail and ability to manage multiple tenders or projects concurrently.
