Job summary

Tescom (Singapore) Software Systems Testing Pte Ltd is seeking a Procurement & Sourcing professional to lead strategic procurement initiatives across engineering projects in Singapore. You will shape supply base, drive tender processes, negotiate terms, and build data-driven cases for management approval.

Candidates should have experience in procurement or supply chain, a degree or diploma in Engineering, Business, or Supply Chain, and strong SAP or ERP system proficiency.

Qualifications

• Experience in procurement or supply chain within an engineering environment.
• Education: Degree or Diploma in Engineering, Business, or Supply Chain Management.
• Business acumen with ability to understand P&L impact and identify value beyond cost-cutting.
• Proficiency with SAP or similar ERP systems.
• Strong MS Office skills.

Responsibilities

• Strategic Sourcing & Market Intelligence to identify and develop a resilient supply base.
• Lead complex RFI, RFP, and RFQ processes with governance.
• Drive commercial negotiations to optimize total cost of ownership and secure favorable terms.
• Conduct price and cost-structure analysis and build data-driven business cases for approvals.
• Collaborate with internal departments to align procurement strategies with operations.
• Identify supply chain vulnerabilities and manage vendor performance; lead dispute resolutions.
• Oversee the full PO lifecycle, including change orders and delivery tracking.

Key Duties & Responsibilities

• Strategic Sourcing & Market Intelligence: Identify and develop a resilient supply base.
  Monitor market trends and global economic shifts to provide insights that influence project forecasting and budgeting.
• Tender Leadership: Lead complex RFI, RFP, and RFQ processes.
  Ensure all sourcing activities align with corporate Procurement Governance while maintaining speed and agility.
• Commercial Negotiation: Execute negotiation strategies that optimize Total Cost of Ownership (TCO).
  Focus on securing competitive pricing alongside favorable payment terms, risk-sharing frameworks, and service level agreements (SLAs).
• Financial & Data Analysis: Conduct rigorous price and cost-structure analysis. Adjudicate awards by building data-driven business cases for management approval.
• Stakeholder Management: Collaborate with internal departments to align procurement strategies with operational needs.
• Contract & Risk Management: Proactively identify vulnerabilities in the supply chain. Manage vendor performance and lead dispute resolutions to ensure continuity of supply and quality excellence.
• Operational Oversight: Supervise the full PO lifecycle, including change orders and delivery tracking, ensuring seamless closing and financial reconciliation.

Requirements & Qualifications

• Experience: Experience in procurement or supply chain, ideally within an engineering environment.
• Education: Degree or Diploma, preferably in Engineering, Business, or Supply Chain Management.
• Business Acumen: Strong commercial mindset with the ability to understand P&L impact and identify value-creation opportunities beyond simple cost-cutting.
• Technical Skills: Proficiency in SAP (preferred) or similar ERP systems.
