What the role is

The Early Childhood Development Agency (ECDA) serves as the regulatory and developmental agency for the early childhood sector in Singapore, overseeing key aspects of children’s development below the age of 7, across both kindergartens and childcare centres. The Sector Funding department in ECDA administers supply‑side funding schemes for government supported and non‑government supported preschool operators to increase access to quality and affordable early childhood care and education.

What you will be working on

We are looking for a team player to join us. You will play a key role in designing and implementing supply‑side grant schemes for preschool operators. You will need to be meticulous to ensure compliance and accurate fund administration. You would also need to have good engagement and communication skills to work closely with various stakeholders including preschool operators and government agencies to achieve scheme outcomes. There will also be opportunities to transform and streamline existing work processes with the use of data and technology. Specifically, you will have the opportunity to undertake (including but not limited to) the following:

• Conduct scheme reviews of funding models and scheme parameters to ensure affordable, accessible, quality and inclusive preschool provisions and develop recommendations to enhance scheme administration and operational policies.
• Oversee end‑to‑end grant administration, including:
  • Processing grant applications
  • Contract management
  • Budget management and grant disbursement
  • Performance management and audit
• Drive transformation initiatives to modernise scheme administration and reporting through technology and process innovation.
• Optimize operational processes through data‑driven insights and risk management strategies.
• Develop data dashboards and employ analytics for strategic decision‑making.
