Job summary

Rigel Technology (S) Pte Ltd seeks an experienced IT leader to mentor and drive strategy across infrastructure, IoT systems, and ISO compliance. You will manage a multi-disciplinary team, oversee PDPA-aligned governance, and coordinate with vendors for secure, scalable IT services.

The role emphasizes IT strategy, security, and business continuity, including ISO certification programs, vendor management, and budget stewardship to support government and enterprise initiatives.

Qualifications

• More than 5 years of experience in IT infrastructure/systems administration with at least 3 years in a leadership or supervisory capacity.
• Working knowledge across M365 administration, Active Directory, networking (LAN/WAN/VLAN/Wireless), virtualization (VMs), backup/DR (Veeam), and end user computing support.
• Familiarity with IoT server architecture and systems development, sufficient to oversee project execution and liaise with technical teams/vendors.
• Experience supporting or leading ISO certification processes (e.g., ISO 27001, ISO 27017).
• Experience managing vendor relationships, procurement, and IT budgets.
• Strong leadership, communication, and stakeholder management skills.
• Familiarity with Singapore's IT security and data protection regulatory requirements (PDPA).
• Relevant certifications advantageous (e.g., ITIL, PMP, Microsoft, CompTIA, ISO 27001 Lead Auditor/Implementer).
• Diploma/Degree in Information Technology, Computer Science, or related field.

Responsibilities

• Manage, mentor, and develop IT team members (IT Specialist, Senior IT Administrator), including task allocation, performance management, and skills development.
• Set departmental priorities and ensure balanced workload distribution across the team.
• Conduct regular check-ins and performance reviews with direct reports.
• Drive IT strategy and roadmap planning aligned with business objectives.
• Recommend and lead IT infrastructure upgrades, modifications, and improvement initiatives.
• Ensure IT security and compliance standards are maintained in accordance with the PDPA and applicable data protection regulations.
• Oversee incident response and escalation for critical systems issues.
• Provide oversight and guidance on the department's management of servers, networking (LAN, WAN, VLANs, Wireless), routers, switches, and firewalls.
• Oversee M365 (Exchange Online), Active Directory, virtual machines (VMs), backup and disaster recovery (Veeam), end-user computing devices (EUCD), and end-user technical support.
• Ensure software deployment, security updates, and patching processes are followed consistently.
• Oversee system recovery, backup integrity, and business continuity planning.
• Oversee the development, deployment, and maintenance of IoT servers and systems deployed at external clients' premises, supporting company operations in serving external clients and customers.
• Coordinate with internal teams and external vendors/developers on IoT infrastructure design, integration, and scalability.
• Ensure IoT systems adhere to security best practices and data protection standards, particularly with regard to data collected from client premises.
• Evaluate and recommend IoT platforms, tools, and technologies aligned with business requirements.
• Oversee and drive ISO certification & compliance efforts (e.g., ISO 27001, ISO 27017).
• Liaise with certification bodies, auditors, and consultants throughout the certification process.
• Develop and maintain IT policies, procedures, and documentation required to meet ISO compliance standards.
• Coordinate internal audits and readiness assessments in preparation for certification and surveillance audits.
• Ensure ongoing compliance with certified standards across IT systems and processes.
• Oversee vendor relationships and contract negotiations.
• Oversee procurement of IT infrastructure hardware and end-user computing devices, including tech refresh planning.
• Manage IT budget and cost optimization.
• Coordinate internal IT training initiatives as needed.
• Act as the primary point of contact between IT and senior management, reporting on IT performance and recommending initiatives.
• Handle ad-hoc IT-related matters and cross-departmental coordination as required.

Job Requirements:

• Familiarity with IoT server architecture and systems development, sufficient to oversee project execution and liaise with technical teams/vendors — hands-on IoT development experience not required, but relevant exposure advantageous.

• Experience supporting or leading ISO certification processes (e.g., ISO 27001, ISO 27017), preferably in the context of government or public sector project requirements.

• Experience managing vendor relationships, procurement, and IT budgets.

• Strong leadership, communication, and stakeholder management skills.
