EM Services Pte Ltd in Singapore seeks an experienced leader to serve as General Manager of the Town Council. You will oversee maintenance programs, contract administration, financial management, publicity, and compliance with statutory rules.

Candidates should have a degree in Estate Management or related field, with at least 8 years of township or large complex management experience, and strong knowledge of governance and town council acts. Location: Singapore.

Qualificações

• Degree in Estate Management or related field.
• Minimum 8 years in township, residential, or commercial complex management.
• Strong knowledge of Town Councils Act and related financial rules.
• Proven leadership, governance and budgeting capabilities.

Responsabilidades

• Prepare and implement planned maintenance works and alterations.
• Contract administration and supervision for Council projects.
• Regulate use of common property and collect charges where applicable.
• Oversee 24-hour lift rescue, tradesmen and call centre services.
• Act as General Manager of the Town Council when required and delegated.
• Develop innovative work methods and review contract specs.
• Conduct feasibility studies and oversee improvement projects.
• Coordinate with councillors, residents and authorities for relations.
• Enforce by-laws governing common property and open spaces.
• Prepare annual budget, financial reports and audits liaison.
• Manage accounting, funds, assets and statutory compliance.
