Job summary

Singapore General Hospital Pte Ltd. is seeking an Assistant Manager / Senior Assistant Manager to support risk governance and intelligence across SGH and SingHealth.

The role oversees ERM framework maintenance, governance documentation, risk appetite tracking and committee paper preparation for senior leadership. The incumbent will coordinate risk committee logistics, develop risk intelligence dashboards, perform environmental scanning and produce timely risk outputs for the AD, DD and CRO.

Qualifications

• Degree in Risk Management, Healthcare Management, Business Administration, Public Policy or related discipline.
• Postgraduate qualifications or professional certifications in Enterprise Risk Management or Governance such as ARiMi, CRMA or equivalent will be advantageous.
• Working knowledge of enterprise risk management frameworks, risk governance structures and regulatory requirements in the healthcare sector.
• Strong writing skills and ability to produce well-structured reports and governance documents.
• Experience in maintaining governance documentation, preparing committee papers and supporting governance processes at an organisational level.

Responsibilities

• Support the operationalisation and maintenance of SGH's Enterprise Risk Management Framework, ensuring governance documentation, policies and standards are current, well-maintained and consistently applied.
• Maintain and update enterprise risk management framework documentation, policies, standards and governance templates, ensuring these are version-controlled and accessible
• Support the AD in preparing risk committee papers, governance reports and documentation for the ERM Council, Senior Leadership and the SingHealth Risk Board, ensuring these are accurate, well-structured and submitted on time.
• Track and monitor risk appetite / key risk indicators across the organisation, consolidating data and flagging deviations for the AD's review and escalation.
• Coordinate risk committee meeting logistics including agenda preparation, minute-taking, action tracking and follow-up, ensuring meetings are well-administered and action items are closed on time.
• Support the alignment of SGH's risk governance documentation with SingHealth group-level requirements, flagging gaps or updates required.
• Support the development and delivery of SGH's risk intelligence and horizon-scanning programme (risk intelligence dashboard and risk surveillance), contributing to the production of timely, rigorous and actionable risk intelligence outputs.
• Conduct regular environmental scanning (risk surveillance) across clinical, cyber, workforce, regulatory, geopolitical and environmental domains, synthesising findings into structured intelligence summaries for the AD's review.
• Support the preparation of periodic risk intelligence reports and emerging risk assessments, drafting content for the AD's review and quality assurance before submission to the DD and CRO
• Monitor regulatory developments, sector-wide risk trends and external publications relevant to SGH's risk landscape, maintaining a current and organised intelligence repository.
• Support the coordination and preparation of the annual emerging risk landscape review, including stakeholder engagement, data gathering and synthesis of cross-domain inputs.
• Liaise with the SAM, Risk Culture and Integration to ensure risk inputs from clinical risk integration, simulation exercises and the enterprise risk register are incorporated into intelligence outputs on a timely basis.
• Share risk surveillance findings with relevant stakeholders in a timely manner to support early action, proactively identify potential risks before they materialise in SGH, and close the loop with stakeholders on follow-up actions and outcomes.
• Develop, maintain and enhance risk intelligence dashboards and reports, ensuring risk data is translated into meaningful insights for management decision-making.
• Support the AD and DD in delivering strategic risk advisory to senior leadership, ensuring risk intelligence and governance insights are translated into well-prepared, high-quality advisory outputs
• Prepare briefing materials, risk papers and presentations to support the AD and DD in providing strategic risk advisory to the CEO, CRO and Senior Leadership.
• Support the facilitation of enterprise-wide risk assessments for strategic programmes and major projects, coordinating stakeholder engagement, preparing risk assessment templates and consolidating outputs for the AD's review.
• Monitor and track the progress of risk mitigations and action plans arising from strategic programme risk assessments, flagging delays or gaps to the AD for follow-up.
• Support the preparation of materials for the SingHealth Risk Board, ensuring SGH's strategic risk profile is accurately and compellingly represented.
• Contribute actively to cross-arm initiatives and shared Risk Office responsibilities, ensuring the two arms operate as a coherent and mutually reinforcing unit.
• Serve as faculty for risk literacy and capability-building programmes designed and led by the Risk Culture and Integration arm, co-facilitating training sessions for staff and Risk Champions across SGH
• Provide governance and intelligence support during risk-focused simulation exercises and after-action reviews led by the Risk Culture and Integration arm, including documentation and follow-up on governance framework updates.
• Support cross-arm workstreams, special projects and surge needs as directed by either AD or the DD, ensuring continuity of Risk Office operations during periods of high demand.
• Contribute to the maintenance of the shared Risk Office workplan calendar, ensuring key deliverables, milestones and stakeholder engagements across both arms are tracked and visible.
• Support and contribute to special projects, workstreams and ad hoc assignments as directed by the AD or DD.
