Civil Service College Limited is seeking a Learning and Development (L&D) Specialist to drive adoption of the digital learning ecosystem, train on LMS tools, and provide consultancy to CSC institutes and WOG agencies. You will use learning analytics to inform design and continuous improvement.

The role focuses on developing impactful training programs, scaling learning technologies, and delivering data-driven insights to enhance learner outcomes and strategic learning initiatives.

What the role is:

We are looking for a Learning and Development (L&D) Specialist to drive the adoption and effective use of our digital learning ecosystem. This role focuses on training, scaling learning technologies, and providing L&D consultancy to Civil Service College (CSC) institutes and Whole-of-Government (WOG) agencies. The ideal candidate will enhance digital learning adoption, develop impactful training programs, and implement innovative learning solutions, adopting a data-driven approach to inform learning design and continuous improvement. The candidate should be comfortable working with data and understand how to manage and interpret learning analytics to generate actionable insights.

What you will be working on:

1. Digital Learning Enablement & Platform Training
   • Conduct training on the organization’s LMS and digital learning tools.
   • Identify, curate, and implement innovative L&D resources to drive digital learning adoption.
   • Train learning designers to maximize LMS functionalities for an optimal learning experience, including using learning analytics to understand learner engagement and inform improvements to learning design and delivery.
2. Develop Training Programmes to Scale Learning Technologies in Learning Design and Delivery
   • Stay updated on emerging learning technologies and industry best practices.
   • Design interactive and engaging training programs for learning designers, leveraging LMS capabilities and learning technologies.
   • Monitor and evaluate the effectiveness of digital learning initiatives using data analytics and user feedback.
3. L&D Consultancy & Stakeholder Engagement
   • Conduct learning needs analysis to identify performance gaps and process inefficiencies.
   • Recommend and implement digital learning solutions, including eLearning modules, microlearning platforms, and AI-driven knowledge bases.
   • Work with stakeholders to develop and implement engaging digital learning experiences aligned with business objectives.
   • Support a self-directed learning culture by ensuring the accessibility to up-to-date digital resources.
4. Evaluation & Continuous Improvement
   • Manage learning analytics, including collecting, organising and validating learning data, and track and analyse learning program effectiveness through evaluations, feedback, and performance metrics.
   • Translate learning data into actionable insights and prepare clear reports and visualisations on learning outcomes and impact to guide data-driven strategic decision-making and improvements, taking account of data quality and limitations.

We welcome candidates with diverse skills and experiences. While not every requirement is essential, the following will set you up for success in this role:

• Experience in Learning & Development, with expertise in workforce upskilling, curriculum and content development.
• Strong understanding of learning technologies, LMS platforms, and digital learning trends.
• Project management skills to drive L&D initiatives effectively.
• A data-driven mindset and confidence working with data, with the ability to manage and interpret learning analytics, assess data quality, identify trends, and translate findings into practical L&D interventions. Familiarity with spreadsheets, LMS reporting tools or data visualisation tools, and an understanding of responsible data handling, will be useful.
• Strong facilitation skills to deliver training to diverse audiences.
• Proficiency in instructional design and eLearning content development.
• Excellent communication skills (written and verbal).
• ACLP qualification or equivalent certification is an added advantage.
