Job summary

China Harbour (Singapore) Engineering Company Pte Ltd is seeking a Senior Site Engineer/Construction Manager to supervise on-site construction activities, coordinate with subcontractors, and drive projects to timely completion. You will develop site methods, ensure safety standards, review technical submissions, and manage handover processes.

Qualifications

• Bachelor's degree in civil engineering or related field is required.
• 8+ years engineering experience in building construction.
• At least 5 years managing building projects of similar scale and complexity.
• Experience leading large site teams (50+ workers) and multiple subcontractors.
• Ability to read and interpret construction drawings and specs.
• Familiar with Primavera P6 / MS Project and BIM coordination.

Responsibilities

• Direct and supervise on-site construction activities including RC works, finishing, facade installation, and MEP coordination.
• Coordinate construction teams, subcontractors, and trades to follow specifications and safety requirements.
• Develop methodologies, temporary works strategies, and site logistics plans to boost productivity.
• Conduct daily site inspections to monitor progress and quality against drawings.
• Chair site coordination meetings, resolve technical issues, and drive milestones to completion.
• Ensure compliance with WSH regulations; perform risk assessments and safety management.
• Coordinate with PM, Design Manager, and QP/PE on technical matters and design clarifications.
• Review and approve method statements, lifting plans, and subcontractor submissions.
• Monitor costs, manpower, materials, and equipment; report variances and implement corrective actions.
• Liaise with authorities (BCA, MOM, SCDF, NEA, PUB) for inspections and permits.
• Manage handover, defects rectification, testing, and TOP/CSC preparation.
• Mentor site engineering staff to foster continuous improvement and safety.

Job description

Responsibilities:

• Direct and supervise all on-site construction activities including structural RC works, architectural finishing, façade installation, and MEP coordination to ensure works are executed safely, on schedule, and within quality standards.


• Manage and coordinate construction teams, subcontractors, and specialist trades to ensure adherence to project specifications, construction drawings, method statements, and safety requirements.


• Develop and implement construction methodologies, temporary works strategies, and site logistics plans to optimize productivity and resource utilization.


• Conduct daily site inspections to monitor work progress, quality of workmanship, and compliance with approved construction drawings and specifications.


• Chair regular site coordination meetings with subcontractors, resolve technical issues, and ensure timely completion of construction milestones.


• Ensure strict compliance with Workplace Safety and Health (WSH) regulations, conduct risk assessments, and implement robust safety management systems on site.


• Coordinate with the Project Manager, Design Manager, and QP/PE on technical matters, design clarifications, and construction feasibility issues.


• Review and approve construction method statements, temporary works designs, lifting plans, and other technical submissions from subcontractors.


• Monitor and control construction costs, manpower deployment, material usage, and equipment utilization; report variances and implement corrective measures.


• Liaise with statutory authorities (BCA, MOM, SCDF, NEA, PUB) for inspections, permit applications, and regulatory compliance throughout construction phases.


• Manage the handover process including defects rectification, testing and commissioning coordination, and TOP/CSC preparation.


• Mentor and develop site engineering staff, fostering a culture of continuous improvement, safety awareness, and technical excellence.

Qualifications:

• A minimum of a Bachelor's Degree in Civil Engineering or a related field.


• Minimum 8 years of engineering experience in building construction, including at least 5 years of experience in managing construction of building projects of similar scale and complexity.


• Experience in managing large site teams (50+ workers) and multiple subcontractors simultaneously.


• Proficiency in reading and interpreting construction drawings, specifications, and technical documents.


• Familiarity with construction planning tools (Primavera P6 / MS Project) and BIM coordination platforms.


• Strong leadership, problem-solving, and decision-making skills under pressure.
