Job summary

HKM HR Management Pte. Ltd. is seeking a Senior Quantity Surveyor to lead commercial activities for building automation projects in Singapore.

You will manage budgets, cost plans, and profitability while coordinating with project teams to ensure timely financial reporting and close-out. The role requires 5+ years in QS/Commercial Management within ELV, BMS, M&E or system integration, with strong knowledge of contract administration and cost control.

Qualifications

• Diploma/Degree in Quantity Surveying, Engineering, Construction Management, Business, or related disciplines.
• Minimum 5 years of relevant experience in Quantity Surveying, Commercial Management or Contract Administration within the construction, ELV, BMS, M&E or system integration industry.
• Familiarity with standard forms of contracts (e.g., PSSCOC, SIA, FIDIC and NEC).

Responsibilities

• Develop project budgets, cost plans and commercial strategies.
• Monitor project costs, profitability, cash flow and financial performance.
• Prepare cost forecasts and monthly commercial reports.
• Identify commercial risks and cost optimisation opportunities.
• Review client contracts, tender documents and subcontract agreements.
• Manage contract administration, contractual compliance and commercial issues.
• Oversee progress claims, subcontractor payments and outstanding receivables.
• Evaluate, price and negotiate variation claims and Extension of Time (EOT) submissions.
• Manage final accounts, resolve outstanding issues and ensure project commercial close-out.
• Maintain commercial risk registers and provide financial analysis to management.
• Lead, mentor and supervise QS / Assistant QS personnel.
• Review commercial submissions and contractual documentation.
• Improve commercial procedures, ISO workflows and contract management practices.
• Liaise with Project Managers, Engineers, Finance, clients, consultants and subcontractors.
• Attend project and commercial meetings to provide commercial advice and support successful project delivery.
