Job summary

China Mobile International (CMI) seeks a strategic APAC Resource & Network Planning Manager in Singapore to bridge regional commercial demands with HQ Network Planning, driving capacity forecasting and infrastructure investment decisions.

You will coordinate with HQ, APAC Commercial, Pricing, Sales, and Engineering to shape submarine and terrestrial network strategies, ensure timely deployments, and optimize route diversity across the region.

Qualifications

5–10 years of telecom network planning or related experience.
Deep knowledge of subsea systems, terrestrial backbones, PoPs, and capacity planning.
Ability to translate technical requirements into commercial business cases and investments.
English and Mandarin proficiency preferred for cross-border collaboration.
Experience interfacing with HQ Network Planning and regional teams.

Responsibilities

Develop APAC network resource plans based on utilization, forecast demand, and pipelines.
Assess CAPEX/OPEX, ROI for PoPs, backbone capacity, and transmission resources.
Shape APAC strategies for submarine cables and terrestrial resources; assess make-versus-buy options.
Act as interface to HQ Network Planning, consolidating regional requirements into technical specs.
Support Pricing, Sales, and Major Projects with network readiness inputs.
Monitor cable RFS, upgrades, and collaborate with Engineering to improve route diversity.
