Job summary

China Mobile International (CMI) is seeking a strategic APAC Resource & Network Planning Manager based in Singapore. You will bridge regional commercial needs with HQ Network Planning, driving resource strategy, capacity forecasting, and investment decisions across APAC.

You will build APAC network resource plans, assess CAPEX/OPEX and ROI for PoPs and submarine/terrestrial capacity, and collaborate with HQ and regional teams to ensure timely deployments and resilience.

Qualifications

5–10 years of professional telecom network planning experience.
Deep knowledge of subsea systems, terrestrial backbones, PoPs and capacity planning principles.
Ability to translate complex technical requirements into commercial business cases and investment decisions.
Proficiency in English and Mandarin (spoken and written) preferred for cross-border coordination.

Responsibilities

Lead APAC network resource planning based on utilization, pipeline, and forecast demand.
Evaluate CAPEX/OPEX, ROI for PoPs, backbone capacity, and transmission resources; drive approvals and post-investment reviews.
Shape APAC strategy for submarine and terrestrial networks, evaluate route diversity and make-vs-buy decisions.
Serve as the interface to HQ Network Planning, consolidating regional requirements into technical specs and timelines.
Collaborate with Pricing, Sales, and Major Projects to support large-scale customer requirements and network readiness.
Monitor cable RFS, upgrades, and constraints; work with Engineering to improve route diversity and resilience.
