Job summary

European Investment Bank (EIB) in Luxembourg seeks an Associate Sector Specialist to join the Rail Infrastructure Division within the Mobility Department. The role focuses on appraisal of railway infrastructure investments and monitoring a diverse project portfolio, collaborating with multidisciplinary teams under senior supervision.

Regarded as a junior sector expert, you will build rail-sector experience, contribute to due diligence, and engage with project promoters and EU institutions,

Qualifications

• University degree (minimum equivalent to a Bachelor) in civil or transport engineering, transport economics, or a related technical field.
• At least 3 years of relevant professional experience in transport infrastructure projects.
• Strong analytical thinking; ability to synthesize complex information and communicate clearly.
• Knowledge of EU rail policy and railway systems is advantageous.
• Experience in international/financial institution environments is advantageous.
• Excellent knowledge of English and/or French, with proficiency in the other language.

Responsibilities

• Contribute to assessing the technical, environmental, social, economic and financial viability of railway investment projects.
• Support physical monitoring of projects financed by the EIB.
• Take an active role in due diligence, including techno-economic assessments and engagement with project promoters.
• Maintain and develop the Division's unit cost database.
• Contribute to sector, policy and methodology papers for lending policies.
• Represent the EIB at sector events and exchanges with stakeholders.
