The Trade Compliance Program Manager will lead and oversee strategic compliance initiatives, including regional expansion projects, ERP system integration, and continuous improvement programs. This role ensures compliance requirements are embedded into business processes, technology platforms, and organizational growth strategies. The Program Manager will serve as the bridge between compliance, IT, supply chain, and leadership, ensuring long-term compliance readiness while driving operational efficiency through transformation and improvement projects

Key Responsibilities
  • Lead trade compliance components of business expansion projects (new markets, free zones, industrial facilities).
  • Act as compliance lead for ERP system implementation/enhancements, ensuring proper integration of HS codes, Incoterms, valuation, license tracking, and restricted party screening.
  • Develop project plans, charters, and performance metrics (KPIs) for compliance-related programs.
  • Collaborate with cross-functional teams (IT, Finance, Supply Chain, Procurement, Legal) to align project goals with compliance requirements.
  • Design and implement continuous improvement initiatives to enhance compliance processes, reduce risks, and increase efficiency.
  • Drive automation and digital transformation of compliance workflows using ERP and compliance tools.
  • Identify and close gaps in current trade compliance processes, policies, and systems.
  • Standardize compliance procedures across the organization to ensure scalability for future growth.
  • Apply Lean/Six Sigma methodologies where applicable to streamline processes.
Compliance Framework Development
  • Establish robust compliance frameworks aligned with international regulations and local trade requirements.
  • Ensure ERP and digital systems maintain proper recordkeeping, audit trails, and reporting capabilities.
  • Develop risk assessment methodologies and implement proactive compliance monitoring.
  • Lead harmonization projects to align compliance practices across multiple regions and entities.
Governance & Stakeholder Management
  • Provide executive management with updates on compliance program progress, risks, and outcomes.
  • Build strong partnerships with customs authorities, regulators, and consultants during expansion and system rollouts.
  • Ensure organizational readiness for audits, inspections, and certifications.
  • Lead stakeholder engagement to gain alignment on compliance initiatives and change management.
Training & Knowledge Transfer
  • Develop and deliver training programs on compliance processes, ERP functionality, and continuous improvement practices.
  • Foster a compliance culture across the organization by promoting awareness and accountability.
Skills
  • Expert knowledge of international trade compliance, customs regulations, and export controls.
  • Strong program/project management skills (PMP, or equivalent preferred).
  • Hands-on ERP system (SAP) implementation experience in trade compliance modules.
  • Proven track record in continuous improvement (Lean, Six Sigma, or Kaizen methodologies).
  • Excellent leadership, stakeholder management, and cross-functional coordination skills. - Strong analytical, problem-solving, and strategic thinking abilities.
  • Exceptional communication and presentation skills to executive leadership.
Minimum Qualifications
  • Bachelor’s degree in supply chain, International Business, Business Administration, Computer Science, Engineering or Law.
  • 7 years of experience in Local regulations and trade compliance, with at least 3 years in a managerial role.
  • Hands‑on experience in Saudi Customs’ FASAH platform and ZATCA systems.
  • Knowledge of SASO/SABER and SFDA, Ministry of Industry preferred.
  • Professional certifications in trade compliance are a strong plus.
