Job summary

Aloula Aviation | الأولى للطيران seeks a Technical Advisor to ensure safe and compliant ground handling operations, including the development and maintenance of GACAR 151 manuals and related training programs.

The role requires a bachelor’s degree in Engineering or Quality Management and at least 10 years in aviation quality and safety with leadership experience. Certification in GACA/IATA is preferred for this position.

Qualifications

  • Bachelor’s degree in Engineering or Quality Management as required.
  • Minimum of 10 years in Aviation or Quality and Safety roles, with 5 years in a managerial/supervisory position.
  • GACA/IATA or airline certifications in Quality or Safety Management System preferred.

Responsibilities

  • Ensure ground handling operations meet high quality and safety standards with a safe working environment.
  • Monitor and improve ground operations, GSE, and facilities maintenance for regulatory compliance.
  • Develop, implement and maintain a Safety Management System across ground operations.
  • Conduct regular safety audits, risk assessments, and drills to mitigate hazards.
  • Investigate incidents and recommend corrective actions.
  • Lead safety and quality training programs for staff and promote a culture of safety.

Job description

Basic Function:

Technical Advisor is responsible to ensure that all the ground handling operations and maintenance related activities are monitored for compliance with the applicable regulatory and internal requirements, and that all these activities are carried out in a safe manner. He is the focal point regarding the development, administration, and maintenance of the GACAR 151 Manuals and is responsible for ensuring continuous feedback on the safety and quality oversight activities including escalation process. Perform continuous (periodic) review of the GACAR 151 Manuals program and the related policies to ensure its continuous improvement and relevance as well as its deployment throughout the organization. Establish and maintain mandatory and compliance training programs in accordance with the applicable GACA Regulation (GACAR 151, 68, 138, 139).

Key Accountability and Responsibilities:
  1. Technical Advisor is responsible for ensuring that all ground handling operations meet the highest quality and safety standards while maintaining safe working environment in compliance with local and international regulations.
  2. Monitor, assess and continuously improve ground operations, GSE operations & Facilities Maintenance activities to ensure compliance with GACAR 151, GACAR 138, GACAR 139, ICAO, IATA, International Standards of Business Aircraft Handling (IS-BAH) etc.
  3. Develop, implement and maintain a comprehensive Safety Management System (SMS) and Quality Assurance processes across all ground operations.
  4. Conduct regular safety audits, risk assessment and safety drills to identify hazards, mitigate risks and ensure safe working conditions.
  5. Investigate accidents, incident and safety related events with airport ground operations, determining root causes and recommending corrective actions.
  6. Lead and coordinate safety and quality training program for ground handling staff, ensuring continuous professional development.
  7. Promote a culture of safety and quality within the organization, encouraging proactive reporting on company’s safety platforms.
  8. Implement and monitor Safety Performance Indicator (SPI) or key performance indicators (KPI) to track the performance of ground operations safety and quality objectives.
  9. Provide actionable insights and recommendations to senior leadership to enhance operational safety and efficiency.
  10. Performs other operational, safety or management duties as directed by the reporting manager or higher management.
Qualification and Requirements:
Education:

Bachelor’s degree in Engineering or Quality Management, or equivalent in relevant field.

Knowledge and Experience:

Minimum of 10 years of overall experience in Aviation or Quality and Safety job role, with at least 5 years in a managerial or supervisory role.

License and Certificates:

GACA/IATA or Airline certifications in Certification in Quality or Safety Management System, is preferred
