Job summary

The Red Sea Development Company seeks a Senior Specialist - Quantity Surveyor to lead cost planning, measurement, and commercial activities across the project lifecycle in Riyadh. You will ensure budgets are controlled, contracts administered, and changes managed to protect value.

Responsibilities include BOQ development, cost reports, tender evaluations, and coordination with Finance. Requires experience with FIDIC-based contracts, ERP systems, and mega-projects.

Qualifications

• Degree in Quantity Surveying or related discipline.
• MRICS/RICS/CIQS or equivalent certification preferred.
• 4–7 years of quantity surveying and commercial management experience.
• Experience with FIDIC-based contracts desirable.
• Experience in major construction, infrastructure, hospitality, or mega-projects.

Responsibilities

• Prepare detailed cost estimates, budgets and cost plans.
• Develop BOQ based on drawings and specs.
• Conduct quantity take-offs across disciplines.
• Analyze project costs and identify savings opportunities.
• Administer contracts and manage variations/claims.
• Prepare monthly cost reports, forecasts and dashboards.
• Coordinate with Finance on payments and approvals.
• Support tendering and contractor selection.
• Maintain accurate contract records and documentation.

The Senior Specialist - Quantity Surveyor is responsible for managing quantity surveying and commercial activities throughout the project lifecycle including cost planning measurement valuation contract administration change management and cost control The role ensures that projects are delivered within approved budgets while maintaining compliance with contractual requirements company policies and industry best practices

Job Responsibilities

• Prepare detailed cost estimates budgets and cost plans for construction projects
• Develop Bills of Quantities BOQ based on approved drawings and specifications
• Conduct quantity take-offs and measurement of civil architectural structural and infrastructure works
• Analyze project costs and identify cost-saving opportunities
• Support value engineering initiatives and cost optimization efforts
• Administer construction contracts and ensure compliance with contractual obligations
• Review contract documents specifications drawings and commercial terms
• Evaluate contractor claims variations extensions of time and contractual notices
• Assist in the preparation and negotiation of commercial agreements
• Ensure proper documentation of contractual communications and records
• Monitor project expenditures against approved budgets
• Prepare monthly cost reports forecasts and commercial dashboards
• Track commitments payments accruals and budget utilization
• Review and verify contractor interim payment applications
• Assess completed works and certify payment recommendations
• Validate quantities progress achievements and supporting documentation
• Coordinate with Finance and Project Controls teams regarding payment processes
• Assist in tender preparation bid evaluations and contractor selection processes
• Review commercial submissions received from contractors and suppliers
• Compare bid submissions and prepare commercial evaluation reports
• Support negotiations related to project costs and commercial terms
• Maintain accurate records of quantities contracts payments and variations
• Ensure compliance with company procedures contractual obligations and industry standards
• Support internal and external audits related to project commercial activities
• Participate in project close-out and final account settlement processes

• Professional certification such as MRICS, RICS, CIQS, or equivalent is preferred.
• Minimum 4-7 years of quantity surveying and commercial management experience.
• Experience in major construction, infrastructure, hospitality, mixed-use, or mega-project developments.
• Proven experience managing contractor payments, variations, claims, and contract administration.
• Experience working with FIDIC-based contracts is highly desirable.
