Job summary

Confidential is seeking a senior professional to lead day‑to‑day delivery of capital projects in Saudi Arabia, acting as the owner's representative with EPC contractors. The role includes establishing PMO governance, procedures, change control and reporting, and owning the integrated master schedule with focus on critical path and long‑lead equipment.

The candidate will control budgets and cash flow using earned value management, manage contract variations and claims, and oversee risk, permits

Qualifications

• Bachelor's degree in Engineering or Construction Management.
• 12+ years in capital project delivery, including 5+ years leading project controls or a PMO.
• Delivered at least one greenfield industrial or process plant from construction to commissioning.
• Owner's or PMC-side experience on EPC contracts, with strong working knowledge of FIDIC.
• Advanced Primavera P6, earned value management and cost forecasting.

Responsibilities

• Lead day-to-day delivery with EPC and package contractors as owner's representative.
• Set up the PMO: governance, procedures, change control and reporting.
• Own the integrated master schedule and track the critical path and long-lead equipment.
• Control budget, forecasts and cash flow using earned value management.
• Manage contract administration: variations, claims and payment certificates.
• Run risk, interface management and permitting tracking.
• Drive mechanical completion, commissioning and handover to operations.
• Build and lead a team of planners, cost controllers and document controllers.
