Job description

Purpose

Provide technical leadership and act as the site electrical engineering consultant for the NEOM Green Hydrogen Plant (GHE), ensuring safe, reliable, and cost‑effective delivery of electrical systems through construction, pre‑commissioning, commissioning & start‑up (CSU) and operation. Drive resolution of complex technical challenges, enable cross‑functional alignment for successful plant energization, and strengthen team capability to support predictable, high‑quality and timely project execution.

Nature & Scope
  • Provides electrical engineering leadership and site support across Neom Green Hydrogen Plant (GHE) process units, including Air Separation Unit (ASU), Alkaline Water Electrolysis (AWE)/Hydrogen Production, Ammonia plant, Hydrogen & Ammonia storage, utilities (Compressed Dry Air, demineralized water, cooling water), Jetty Area, GHE Buildings Scope and Centralized Diesel Generation plant.
  • Operates within a multi‑disciplinary, multi‑contractor EPC environment, interfacing with Project Management, Construction, Pre‑Commissioning, CSU and NGHC Operations teams as well as vendors and OEMs.
  • Covers the full electrical scope, including MV/LV distribution, electrical substations, SCADA, large rotating equipment, drive systems, Rectifiers, protection schemes, earthing, lighting and hazardous area design.
  • Provides technical oversight of power quality and grid integration, including harmonics filters, STATCOM/dynamic reactive compensation, power factor correction, load shedding and Saudi Grid Code compliance.
  • Addresses complex, cross‑functional technical challenges requiring strong engineering judgment, timely decision‑making, and alignment across stakeholders in a schedule‑driven project environment.
  • Supports the transition from project execution to operational readiness, ensuring systems are safe, reliable, maintainable, and compliant with applicable standards.
Key Responsibilities
  • Independently lead and supervise site electrical engineering activities to ensure safe, high‑quality, and timely execution, while resolving complex and critical issues through structured problem definition, troubleshooting, root cause analysis (RCA), and effective solution implementation.
  • Drive site electrical engineering execution through timely response to TQs/RFIs, effective closure of walkdown punch items, and completion of Electrical Operational Readiness Inspections (ORI), while managing Field Change Notices (FCNs) for temporary site modifications and ensuring accurate RLM/as‑built records aligned with actual site conditions.
  • Drive effective cross‑functional coordination with Project Management, Construction, Pre‑Commissioning, CSU and Operations teams to support safe and timely execution.
  • Coordinate engineering activities with mechanical, piping, civil/structural, process control, process systems, process safety, fire protection, HCIS security, and cybersecurity teams to ensure effective multi‑disciplinary integration and alignment.
  • Manage interfaces with EPC construction contractors, vendors, and OEMs to support troubleshooting across construction through start‑up, ensuring high‑quality execution and timely project delivery in line with schedule requirements.
  • Demonstrate expertise in large rotating equipment and drive systems, including steam turbine generators (STG), standby generators, induction and synchronous motors (e.g., compressors and pumps), MV/LV VSDs/VFDs, and soft starters, with advanced knowledge of drive topologies (CSI/VSI such as LCI and CHB), protection schemes, and resolution of complex starting and operational challenges, including witnessing SAT in accordance with project requirements.
  • Lead interface coordination and integration of the GHE plant with Power Generation (solar, wind, BESS) and grid systems (EPMS, 380 kV substations/OHTL, 33 kV STATCOM), ensuring compliance with the Saudi Grid Code and driving grid impact, system stability, harmonics, and power quality studies with robust mitigation strategies.
  • Prepare and review as‑built markups (Red line) for key electrical deliverables, including MV/LV distribution systems, grounding, lighting, hazardous area classification, SLDs, schematics, relay logic diagrams including inter‑tripping & interlock, protection schemes, relay protection settings, system studies (Load Flow, Motor Starting, Short Circuit using ETAP or SKM), load lists, cable sizing, and AC/DC UPS & battery sizing.
  • Ensure electrical designs comply with safety principles, Air Products standards, Local Saudi Standards (e.g., HCIS, SBC, Saudi National Grid Code) and international codes (IEC/IEEE/NFPA/IS).
  • Participate in 3D model reviews, design reviews, and constructability assessments to ensure maintainability and operability.
  • Mentor and develop engineers and designers, promoting technical excellence, standardization, and continuous improvement.

Qualifications

Required:

  • Bachelor’s degree in Electrical Engineering.
  • 15–20 years of electrical engineering experience.
  • Experienced in leading engineers and designers in project execution environments through design, construction, commissioning & start‑up and operation phases.
  • Strong expertise in MV/LV systems, grounding, protection coordination, and hazardous area design.
  • Knowledge of Local Saudi Standards (HCIS, SBC, Saudi National Grid Code) and international codes (IEC/IEEE/NFPA/IS).
  • Strong interpersonal, communication and multi‑discipline collaboration skills.

Preferred:

  • Master’s degree in Electrical Engineering.
  • Experience in global EPC/EPCM execution structures.
  • Proficiency with electrical analysis tools such as SKM or ETAP.
  • Experience with digital engineering and 3D model review tools.
Licenses / Certifications
  • Chartered Engineer (CEng), Professional Engineer (PE), or equivalent (Preferred).

Work Hours
  • The position operates on a rotational schedule of 8 weeks on‑site followed by 2 weeks off, subject to NEOM site assignment policy. During on‑site periods, employees will work 6 days per week, 10 hours per day (60 hours per week).
