Role Overview
The Senior Manager – MEP Technical leads the technical scope, design governance, interface coordination, safety‑by‑design oversight, and assurance across major rail and transportation infrastructure programs. The role focuses on MEP systems for stations, depots, tunnels, ancillary facilities, line‑wide assets, and complex rail environments, ensuring consultants and contractors deliver safe, coordinated, compliant, maintainable, and constructible solutions.
Key Responsibilities
- Act as the primary MEP technical focal point within the integrated client office for rail and transportation projects.
- Represent the client in design reviews, technical workshops, progress meetings, risk forums, coordination sessions, and authority discussions.
- Interpret, communicate, and protect employer requirements, MEP technical standards, performance criteria, and rail project expectations.
- Ensure MEP requirements are embedded into contracts, design deliverables, construction documentation, technical submissions, and project governance.
- Provide independent advice to client leadership on MEP risks, design issues, technical options, cost impact, schedule impact, and safety considerations.
- Manage the MEP design lifecycle from concept and preliminary design through detailed design, IFC deliverables, construction support, and technical close‑out.
- Oversee MEP scope for stations, depots, workshops, stabling facilities, tunnels, underground structures, ancillary buildings, line‑wide assets, and technical rooms.
- Review mechanical, electrical, public health, fire and life safety, vertical transportation, ELV, BMS, SCADA, ventilation, smoke control, tunnel services, LV, MV, emergency power, lighting, drainage, and pump station designs.
- Challenge MEP design reports, drawings, BIM models, calculations, specifications, and technical submissions for compliance with employer requirements, local codes, civil defense requirements, authority expectations, and international standards.
- Chair multidisciplinary design reviews and value‑engineering workshops to improve safety, efficiency, maintainability, cost control, and constructability.
- Ensure requirements management and traceability for MEP systems and life‑safety systems from capture through verification, validation, and close‑out.
- Oversee technical assurance for MEP, including formal verification, independent technical checks, configuration control, and structured review processes.
- Coordinate MEP interfaces with architecture, civil works, structural works, plant spaces, shafts, penetrations, loadings, access routes, egress routes, and technical rooms.
- Manage interfaces with rail systems including signalling, telecoms, traction power, platform screen doors, fare collection, security systems, rolling stock, track, depot equipment, and line‑side equipment.
- Maintain MEP interface registers and drive early resolution of clashes, design gaps, access issues, and cross‑discipline conflicts.
- Ensure MEP design supports normal, degraded, and emergency operating scenarios, especially for fire and life safety, tunnel ventilation, smoke control, emergency power, evacuation support, and environmental control.
- Embed safety‑by‑design principles across all MEP solutions for stations, tunnels, depots, technical facilities, public areas, and line‑wide systems.
- Review MEP inputs to RAMS, safety cases, hazard logs, risk assessments, mitigation plans, and technical safety evidence.
- Coordinate with engineering and safety teams, independent safety assessors, regulators, authorities, and civil defense stakeholders where MEP systems affect passenger or system safety.
- Track MEP approvals, NOCs, certifications, inspections, and regulatory requirements against program milestones.
- Ensure MEP designs align with construction methodologies, installation sequencing, access constraints, temporary works, and site delivery requirements.
- Review contractor MEP construction methods, installation strategies, temporary ventilation arrangements, temporary power solutions, fire system provisions, and technical work plans.
- Support client evaluation of MEP design changes, technical deviations, value‑engineering proposals, RFIs, non‑conformance reports, and site technical queries.
- Coordinate with designers and contractors to resolve MEP issues quickly while maintaining safety, compliance, quality, and operational requirements.
- Oversee as‑built MEP documentation and verify alignment with approved designs, asset requirements, and technical specifications.
- Review MEP testing and commissioning strategies, method statements, plans, procedures, integrated test schedules, and station or tunnel system testing requirements.
- Monitor factory acceptance tests, site acceptance tests, functional tests, integrated system tests, defect trends, and remediation plans through reporting and selective site attendance.
- Assess test results, nonconformances, technical failures, and retesting strategies to support reliable system acceptance.
- Coordinate with operations and maintenance stakeholders to ensure MEP systems are operable, maintainable, accessible, and aligned with long‑term asset strategies.
- Verify the completeness and quality of O & M manuals, training materials, asset registers, handover files, testing records, and maintenance data.
- Monitor progress of MEP design and construction activities against the integrated master program.
- Identify critical dependencies such as power‑on, ventilation readiness, fire system integration, safety system testing, and handover milestones.
- Support project controls and commercial teams with technical assessment of MEP changes, variations, claims, constraints, and recovery actions.
- Maintain MEP technical risk registers with clear likelihood, impact, mitigation, ownership, and contingency planning.
- Prepare clear technical reports, risk updates, status summaries, dashboards, and governance papers for engineering and program leadership.
- Coordinate with client stakeholders to ensure MEP systems support operational concepts, passenger service requirements, asset performance, maintenance access, and safety expectations.
- Interface with authorities, utility providers, third parties, adjacent developments, landlords, and interfacing projects where MEP connections or shared assets are required.
- Lead and mentor MEP engineers and technical specialists within the integrated client‑PMC environment.
- Promote safety, quality, collaboration, technical discipline, proactive risk management, and practical problem‑solving across MEP workstreams.
- Ensure QA and QC processes are applied to MEP design and construction deliverables through systematic reviews, audits, checkpoints, and lessons learned.
Ideal Profile
- Bachelor’s degree in Mechanical Engineering, Electrical Engineering, Building Services Engineering, or a related discipline.
- Professional registration or chartership such as CEng, PE, or equivalent credential is highly desirable.
- Project management certification such as PMP, PRINCE2, or equivalent is an advantage.
- Typically 15 years of MEP engineering experience on major transportation, rail, metro, complex building, station, depot, tunnel, or line‑wide infrastructure projects.
- Strong experience in PMC, client‑side, or major consultancy environments managing MEP scope on design and build contracts.
- Proven record in MEP design management, technical assurance, site support, interface coordination, and multidisciplinary project delivery.
- Demonstrable experience with fire and life safety systems, tunnel ventilation, emergency power, integrated station systems, ELV, BMS, SCADA, public health systems, HVAC, lighting, and LV or MV power distribution.
- Experience working within integrated client‑PMC teams and coordinating with multiple contractors, consultants, design houses, authorities, and independent reviewers.
- Deep technical understanding of building services and transportation MEP systems.
- Strong knowledge of relevant codes, authority requirements, civil defense expectations, design standards, and construction‑stage technical controls.
- Familiarity with systems engineering, integration, requirements traceability, technical assurance, and commissioning readiness.
- Excellent project management, planning, coordination, facilitation, and stakeholder management skills.
- Strong analytical ability with a structured approach to technical risk management, design issues, and program constraints.
- Highly effective communication and negotiation skills, with the ability to explain complex MEP matters to both technical and non‑technical stakeholders.
- High level of professionalism, integrity, client‑service orientation, and commitment to safe transport infrastructure delivery.
- Fluency in written and spoken English is required, while Arabic language ability is an advantage.
