Job summary

Saudi Gold Refinery SGR seeks a Construction Director in Riyadh to lead capital project execution for expanding refining and exploration facilities. You will oversee EPC teams, enforce safety and regulatory standards, and drive on-time, on-budget delivery.

Qualifications

• Bachelor's degree in Civil Engineering or Construction Management is required.
• 15+ years of construction experience; 5 years in industrial/mining projects.
• Experience managing capital projects exceeding SAR 100 million.
• Knowledge of Saudi construction regulations, SASO standards, and permitting.
• EPC contract management experience including claims avoidance and dispute resolution.
• Proven HSE track record with no LTIs on prior projects.
• Strong English communication; Arabic preferred; leadership of cross-functional teams.

Responsibilities

• Provide end-to-end construction oversight from site prep to handover.
• Manage EPC and civil contractors for quality, safety, and schedule adherence.
• Monitor expenditures, approve payments, and manage change orders to control costs.
• Ensure compliance with Saudi regulations, SASO standards, and municipal codes.
• Lead HSE programs, permit-to-work systems, and hazardous materials handling.
• Review drawings, submittals, and method statements to resolve design conflicts.
• Coordinate with operations, engineering, and procurement for seamless integration.
• Mentor Saudi engineers and partner with TVTC to build local capabilities.
• Identify and mitigate project risks related to schedule, cost, or safety.
