Job summary

Dar Al Riyadh Group in Saudi Arabia seeks an experienced Dam Risk Assessment Lead to oversee comprehensive risk evaluations for dams, reservoirs, spillways and related infrastructure. The role requires deep analysis of technical, geotechnical, hydrological and operational risks to ensure safety and reliability.

You will develop risk-management strategies, establish risk registers, define escalation thresholds and prepare executive risk reports for management and the client.

Responsibilities

  • Lead comprehensive risk assessments for dams, reservoirs, spillways, and related infrastructure.
  • Identify and analyze technical, structural, geotechnical, hydrological, hydraulic, operational, financial, environmental and industrial risks.
  • Assess failure modes, likelihood and consequences to people, property, infrastructure, operations and the environment.
  • Review dam-safety information, inspection findings, instrumentation data, condition assessments, incident records and O&M performance reports.
  • Evaluate risks associated with flooding, extreme rainfall, overtopping, seepage, slope instability, structural deterioration and electromechanical-system failure.
  • Develop risk-management strategies, procedures, controls and preventive plans.
  • Recommend practical risk-treatment measures, including avoidance, reduction, transfer, monitoring and emergency preparedness.
  • Establish and maintain project, operational and portfolio-level risk registers.
  • Define risk-rating criteria, probability and impact scales, risk ownership, escalation thresholds and reporting requirements.
  • Monitor the implementation and effectiveness of risk-mitigation plans, preventive policies and corrective actions.
  • Follow up with risk owners and contractors to confirm that agreed actions are completed within approved timeframes.
  • Facilitate risk-identification workshops, technical reviews and multidisciplinary risk-assessment sessions.
  • Review contractors’ risk-management plans, method statements, emergency arrangements and relevant technical submissions.
  • Integrate risk-management requirements into project plans, O&M procedures, tender documents and contracts.
  • Analyze risk interdependencies, emerging threats and cumulative risks across the dam portfolio.
  • Support the preparation and review of emergency action plans, contingency plans and business-continuity arrangements.
  • Develop risk indicators, dashboards and early-warning mechanisms to support proactive management.
  • Prepare executive risk assessments, risk summaries, recommendations and proposed action plans for management and the Client.
  • Escalate critical and high-priority risks promptly in accordance with approved governance and communication procedures.
  • Contribute to lessons-learned reviews and the continuous improvement of risk-management policies, systems and practices.
  • Prepare clear daily, weekly, monthly, annual and technical reports as required by the assignment.
  • Coordinate with government stakeholders, consultants, contractors and multidisciplinary teams.
  • Attend meetings, risk workshops, inspections and site visits anywhere in Saudi Arabia as required.
  • Comply with Saudi laws, applicable codes, Client procedures, quality requirements and occupational health and safety obligations.
  • Bachelor’s degree in Engineering, Risk Management or an equivalent discipline from a recognized university.
  • Minimum 16 years of professional experience in risk assessment and management relating to dams.
  • Demonstrated experience delivering dam-risk assessment projects.
  • Previous dam-risk experience must be supported by verifiable reports, studies, project references or other documentary evidence.
  • Strong understanding of dam-safety risks, failure modes, consequence assessment, risk prioritization and mitigation planning.
  • Experience analyzing technical, operational, financial, environmental and industrial risks.
  • Demonstrated ability to develop and maintain risk registers, mitigation plans, risk dashboards and executive reports.
  • Experience facilitating multidisciplinary risk workshops and coordinating action owners.
  • Ability to interpret dam-inspection reports, technical studies, monitoring data and O&M performance information.
  • Strong technical-reporting, analytical and executive-presentation capabilities.
  • Relevant experience must be supported by verifiable employment records, project references, reports or studies when requested.
