Job summary

ENGIE AMEA project site, Khushaihah, KSA, is seeking a Quality Manager to lead the Project Quality Management System for the 500MW/2000MWh BESS program. You will ensure QA/QC from engineering to commissioning, aligning with SPV governance and contractual standards.

You will manage a 6-person QA/QC team, coordinate with EPC/BOP, conduct audits, manage NCRs, and drive continuous improvement across the project lifecycle from design through handover at KHUSHAIBAH.

Qualifications

• Bachelor’s Degree in Engineering or Quality Management.
• Minimum 10 years’ experience in project quality management, including GCC experience.
• Strong knowledge of QA/QC systems, quality plans, ITPs, audits and NCR management.

Responsibilities

• Develop and maintain the Project QA Manual and QA/QC procedures.
• Review and approve QCPs, ITPs and quality documentation.
• Develop and implement the project inspection, testing and audit programme.
• Oversee QA activities at manufacturing facilities, inspection locations and site.
• Ensure quality of BESS equipment and associated systems (PCS, MV, transformers, EMS/SCADA).
• Manage NCRs, root cause analysis, corrective actions and close-out.
• Monitor QA KPIs, audit findings and risk assessments.
• Coordinate with Engineering, Procurement, Construction, Contracts, HSE and Project Controls.
• Lead a QA/QC team of 6 FTEs and provide coaching.

Key activities and competencies

The Quality Manager is responsible for the development, implementation and leadership of the Project Quality Management System to ensure that all activities are executed in line with the SPV corporate governance, contractual obligations, applicable codes and standards, and project quality requirements. The role ensures robust quality assurance and quality control from engineering and procurement through construction, testing, commissioning and handover.

Responsibilities:

• Develop and maintain the Project QA Manual, quality objectives, QA/QC procedures and overall Project Quality Management System, including internal and external audits.
• Review and approve the BESS OEMs, BOP Contractor’s and subcontractors’ Quality Control Plans (QCPs), Inspection & Test Plans (ITPs), method statements and quality documentation.
• Develop and implement the project inspection, testing and audit programme covering engineering, procurement, manufacturing, construction, installation, testing, commissioning and handover.
• Oversee quality activities at BESS OEM and vendor manufacturing facilities, third-party inspection locations and project site, including FATs, SATs, material inspections and equipment inspections.
• Ensure the quality of BESS equipment and associated systems, including battery systems, BESS containers, PCS, MV systems, transformers, EMS/SCADA, HVAC, fire protection and auxiliary systems.
• Manage NCRs, quality observations, corrective and preventive actions, root cause analysis, punch lists and quality walk-downs, ensuring timely and traceable close-out.
• Monitor quality KPIs, audit findings, NCR trends and inspection status, providing regular reports and quality inputs to project management, progress reviews and risk assessments.
• Ensure that all quality deliverables, testing, commissioning records, certificates and final quality dossiers comply with Project Agreements, technical specifications, applicable standards and handover requirements.
• Manage quality interfaces between the BESS OEM, BOP Contractor, subcontractors and vendors, identifying gaps, conflicting responsibilities and potential quality risks.
• Coordinate with Engineering, Construction, Commissioning, Procurement, Contracts, HSE, Project Controls and Document Control teams to ensure consistent implementation of project quality requirements.
• Lead and manage the QA/QC team of 6 FTEs, providing coaching, technical guidance, performance management and continuous improvement initiatives.
• Provide quality leadership during interface and coordination meetings with the BESS OEM, BOP Contractor, subcontractors, Owner’s Engineer and other stakeholders.
• Support the Construction Director and Project Management Team in resolving significant quality issues, assessing quality risks and implementing appropriate mitigation and improvement actions.
• Ensure quality requirements are incorporated throughout the complete project lifecycle and support PAC, FAC, final handover and close-out activities.
• Promote quality awareness, lessons learned, best practices and continuous improvement across the project, including training and awareness sessions for project personnel and contractors.

Required Qualifications

Qualifications:

Bachelor’s Degree in Engineering or Quality Management

Experience: Minimum 10 years’ experience (including GCC experience) in project quality management, including:

• Minimum 10 years’ experience, including GCC experience, in project quality management within large-scale EPC, power, energy infrastructure or BESS projects.
• Strong experience in implementing QA/QC systems, quality plans, ITPs, audits and inspection programmes across engineering, procurement, construction, testing and commissioning.
• Experience managing QA/QC activities for BESS projects or complex electrical power infrastructure, including BESS equipment, PCS, MV systems, transformers and associated systems.
• Experience managing quality interfaces between BESS OEMs, BOP Contractors, subcontractors, vendors and Owner’s Engineer.
• Strong knowledge of ISO 9001, applicable international standards, project specifications and contractual quality requirements.
• Hands-on experience with FATs, SATs, material inspections, equipment inspections, testing and commissioning activities.
• Strong experience in NCR management, root cause analysis, corrective actions, punch-list management and quality close-out.
• Proven leadership experience in managing QA/QC teams and coordinating quality activities across multiple project disciplines.
• Experience preparing quality documentation and supporting PAC, FAC, handover and final project quality dossier requirements.
• Strong stakeholder management, communication, problem-solving and decision-making skills, with good working knowledge of MS Office and quality/document management systems.
