We are seeking an experienced Quality Control Manager to lead all quality assurance and quality control activities for a prestigious large-scale development project in Riyadh, Saudi Arabia. The successful candidate will be responsible for establishing, implementing, and maintaining project quality management systems to ensure construction activities comply with contract requirements, project specifications, international standards, and regulatory requirements. Working closely with the Client, Consultant, Contractors, and project stakeholders, the Quality Control Manager will drive quality excellence throughout the project lifecycle, from design review and construction supervision to testing, commissioning, and final handover.
Develop, implement, and maintain the Project Quality Management System (QMS) in accordance with project requirements and international standards. Lead and manage all Quality Assurance (QA) and Quality Control (QC) activities across the project. Ensure construction works comply with approved drawings, specifications, contract requirements, and relevant codes and standards. Review and approve contractor Quality Plans, Inspection and Test Plans (ITPs), Method Statements, and quality procedures. Supervise and coordinate quality engineers, inspectors, laboratory personnel, and specialist consultants. Monitor contractor quality performance and ensure compliance with approved quality management procedures. Conduct routine quality audits, site inspections, and surveillance activities to verify implementation of quality requirements. Review material submittals, mock-ups, samples, and factory inspections to ensure compliance with project specifications. Manage the inspection and testing process for civil, structural, architectural, MEP, and specialist systems. Ensure Non-Conformance Reports (NCRs), Site Observation Reports (SORs), and Corrective Action Requests (CARs) are properly issued, tracked, and closed. Investigate quality issues, identify root causes, and implement corrective and preventive actions. Monitor quality‑related KPIs and prepare regular performance reports for project management and clients. Verify compliance with applicable local regulations, Saudi standards, and international quality requirements. Coordinate with laboratory testing agencies to ensure proper testing of materials and workmanship. Participate in progress meetings, technical reviews, and coordination workshops. Support the review and approval of contractor payment applications related to quality compliance. Manage snagging, de‑snagging, testing, commissioning, and project handover activities. Ensure all project documentation, inspection records, and quality reports are properly maintained and archived. Promote a culture of continuous improvement and quality excellence across all project stakeholders. Provide technical guidance and mentoring to project quality personnel.
Bachelor’s Degree in Civil Engineering, Construction Engineering, Architecture, or a related discipline. Master’s Degree in Quality Management, Engineering, or Construction Management is preferred. Certification as ISO 9001 Lead Auditor, Certified Quality Engineer (CQE), or equivalent is highly desirable. Minimum 15+ years of overall experience in quality management within the construction industry. Minimum 8 years of experience in a Quality Control Manager or Quality Manager role on major building projects. Proven experience in large‑scale buildings, convention centers, hotels, resorts, mixed‑use developments, and hospitality projects. Strong knowledge of quality management systems, QA/QC procedures, and construction quality standards. Extensive experience with international codes and standards including ISO 9001 and industry best practices. Experience in site supervision consultancy projects is highly preferred. Familiarity with Saudi building regulations, approval requirements, and GCC construction standards. Strong understanding of civil, structural, architectural, and MEP construction processes. Experience managing testing and commissioning quality requirements for complex developments. Ability to review and evaluate technical documents, specifications, and construction methodologies. Excellent report writing, communication, and presentation skills. Strong leadership and stakeholder management capabilities. Proficiency in quality management software and Microsoft Office applications. Previous experience working in Saudi Arabia or the GCC region is highly preferred. Fluency in English is required; Arabic language skills are an advantage.
