Job summary

PeopleStrong is seeking a PTW Administrator to oversee the Permit-to-Work system at project sites in Saudi Arabia, ensuring high-risk activities are properly authorized and controlled in line with HSE procedures and client requirements.

You will review PTW applications, coordinate with EHS, Construction and Operations teams, maintain an up-to-date PTW register, and conduct site checks to verify compliance and timely permit closure.

Qualifications

• Experience administering PTW systems on construction sites.
• Familiarity with risk assessments, JSA/JHA.
• Ability to coordinate with EHS, Construction and Operations.
• Knowledge of Saudi regulatory HSE requirements.
• Strong documentation & audit readiness.

Responsibilities

• Coordinate and administer the site Permit-to-Work system for all applicable activities.
• Review PTW applications for completeness and ensure required approvals are obtained before work starts.
• Coordinate permits for electrical work, hot work, excavation, confined space, work at height, lifting, isolation/LOTO and other high-risk activities.
• Verify that risk assessments, method statements, JSA/JHA and supporting documents are attached to permits.
• Ensure appropriate isolations, barricading, PPE and control measures are in place before permit issuance.
• Coordinate with Permit Issuers, Permit Receivers, EHS, Construction and Operations teams.
• Maintain an up-to-date PTW register and track permit status, validity, suspension and closure.
• Conduct regular site checks to verify compliance with approved permits and permit conditions.
• Ensure permits are properly suspended, extended or closed when required.
• Prevent unauthorized work and immediately escalat PTW violations or unsafe conditions.
• Conduct PTW awareness and refresher briefings for relevant site personnel.
• Maintain PTW records for audits and management reporting.
• Support PTW audits and recommend improvements to strengthen the permit system.
• Ensure compliance with company, client and Saudi regulatory HSE requirements.
