HanmiGlobal Saudi seeks an experienced Program Director to provide executive stewardship for a mega land and infrastructure development program in Riyadh, Saudi Arabia. Qualifications

Twenty years of professional experience with at least 12 years in senior leadership roles such as Program Director or Project Director.
Chartered Professional membership or equivalent accreditation.
Experience leading mega land development, infrastructure, or urban development programs within PMCM/EPCM or client-side environments, preferably in Saudi Arabia or the GCC.

Responsibilities

Provide executive leadership and governance frameworks for the PMCM organization.
Lead multidisciplinary PMCM leadership team and foster collaboration and continuous improvement.
Direct and oversee all program activities from planning to close-out, including procurement, construction, testing, and handover.
Ensure integration of technical, commercial, controls, quality, HSE, and risk management functions.
Oversee commercial management, cost forecasting, contract administration, and dispute resolution.
Lead program-wide risk management, quality assurance, and HSE initiatives.
Review dashboards and KPIs to support informed decision-making and proactive oversight.
Maintain strong executive interfaces with Client, Lead Developers, consultants, contractors, and authorities.

Job Purpose

HanmiGlobal is seeking a highly qualified Program Director to join our program management and PMCM team in Saudi Arabia. In this role, you will provide executive stewardship and overarching leadership for a mega multi-work package land and infrastructure development program in Riyadh, delivered on behalf of a major government entity.

You will be providing program-level leadership, governance, strategic integration, and executive oversight across all phases of the program, serving as the principal representative to the Client and ensuring all program participants are seamlessly aligned across scope, schedule, cost, quality, safety, risk, sustainability, and stakeholder expectations, while supporting the successful delivery of the overall development program.

Key Responsibilities

Provide executive leadership and strategic direction for the PMCM organization, establishing governance frameworks, reporting structures, decision‑making processes, and performance management systems aligned with Client's objectives.
Lead, mentor, and manage the multidisciplinary PMCM leadership team while fostering a culture of collaboration, accountability, innovation, and continuous improvement.
Direct and oversee all program activities, including planning, design management, procurement support, construction management, testing and commissioning, handover, and project close-out.
Ensure effective integration of all technical, commercial, project controls, quality, HSE, and risk management functions, while monitoring Lead Developer performance against approved scope, schedule, budget, quality, and contractual obligations.
Provide executive oversight of commercial management, project controls, cost forecasting, contract administration, claims, variations, and dispute resolution.
Lead program-wide risk management, quality assurance, and health, safety, and environmental (HSE) initiatives to ensure compliance with contractual, regulatory, and corporate requirements.
Review executive dashboards, KPIs, performance reports, and strategic recommendations to support informed decision‑making and proactive management of program performance.
Serve as the primary executive interface with the Client and maintain strong relationships with Lead Developers, consultants, contractors, utility providers, government agencies, and key stakeholders.

Chair executive meetings, governance reviews, stakeholder workshops, and high-level coordination sessions, facilitating timely resolution of critical issues and strategic decisions.

Qualifications & Experience

Bachelor's Degree in Engineering, Construction Management, Architecture, or a related discipline.
Chartered Professional membership or equivalent professional accreditation.
Minimum twenty (20) years of professional experience, including at least twelve (12) years in senior leadership roles such as Program Director, Projects Director, Project Director, or equivalent.
Demonstrated experience leading major land development, infrastructure, transportation, utilities, urban development, or mega-project programs within PMCM, PMC, EPCM, or client-side organizations, preferably in Saudi Arabia or the GCC.
