Bechtel has been involved over the last 80 years in some of the world’s busiest and most complex airport projects, including Greenfield and Brownfield developments. In the GCC, we have held significant roles on King Khalid, King Fahad, Dubai, Hamad, and Muscat international airports. Saudi Arabian Bechtel Company has been appointed to provide project management consultancy services (including technical, commercial, and construction management) for the development of a state of the art international airport in the city of Riyadh, Kingdom of Saudi Arabia.

King Salman International Airport will have a capacity of up to 120 million travellers by 2030 and 185 million travellers by 2050, and the capacity to process up to 3.5 million tons of cargo by 2050.

Bechtel will provide PMC services for three new terminals; Terminal 6 is a new build ‘low cost carrier’ – hyper efficient terminal with gross floor area of ≈450,000m2, capacity of 20mppa; Iconic Terminal is a new build ‘new concept’ terminal with gross floor area of ≈ 1M m2, capacity of 40 to 45 mppa, and Private Aviation Terminal and hangars for VIPs and business jet passengers.

Job Summary:

The Permits, Licensing, and Approvals Man (Land Allocation Manager) is responsible for leading the site‑wide permitting and land allocation function for King Salman International Airport (KSIA) under the Site Wide Logistics (SWL) framework. The role focuses on governance, process management, interface coordination, and advisory support related to land use and logistics permits within common‑use areas.

Major Responsibilities:
  • Establish and apply the Site Wide Logistics permitting and land allocation framework, including policies, procedures, approval workflows, and control mechanisms aligned with KSIADC requirements.
  • Lead the site‑wide land allocation permit process for logistics‑related uses, including review and approval or recommendation of permits, amendments, and extensions.
  • Act as the primary liaison with KSIADC, Delivery Partners, and RAC on permit‑related land use and access matters, supporting structured escalation of conflicts where required.
  • Track permit status, identify constraints, risks, and potential delays, and coordinate mitigation actions with relevant stakeholders.
  • Maintain accurate permit records and documentation and prepare consolidated status reports and advisory updates for SWL leadership and senior stakeholders.
Education and Experience Requirements:
  • Requires bachelor's degree (or international equivalent) and 8-10 years of relevant experience or 12-14 years of relevant work experience
